Who we are: 

The British Embassy in Kyiv is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for a Finance Officer.

Main purpose of job:

The British Embassy in Kyiv is part of a world-wide network representing British political, economic and consular interests overseas. This is an exciting opportunity for an experienced Finance Officer to join the Embassy’s UK Integrated Security Fund (UKISF) programme team. UKISF is a government-wide fund that addresses the highest-priority threats to UK national security, at home and abroad. Our portfolio in Ukraine covers a range of projects on Stabilisation, Security Sector Reform, Strategic Communications, and War Crimes & Accountability.

Working closely with national and international implementing partners, UKISF Finance Manager, and wider programme team, you will be responsible for effective financial management of the assigned projects from definition to closure. You will ensure that funds are paid and used as agreed in formal funding arrangements, expenditure is in line with budget, the spending profile is sustainable, in-year financial slippage is managed effectively, and forecasts are accurate and updated whenever changes are made that have implications for the pace and timing of spending. Your role will be vital to achieving the UKISF financial targets and delivering maximum impact and value for taxpayers’ money.

We are looking for a motivated, pro-active, and prudent finance professional who understands the importance of value for money, is highly organised and attentive to detail, able to identify and respond to project financial risks, and can demonstrate adaptability in a changing environment. This role will provide you with the opportunity to develop financial management skills alongside experience of stakeholder management, compliance and assurance, and risk management.

The role may be extended on a one-year fixed term basis.

Roles and responsibilities: 

1. Budget Management

Profile project budgets accurately at the start of each financial year.Update budgets in-year to reflect any changes.

2. Forecasting & Monitoring

Ensure project financial forecasts are realistic.Monitor forecasts throughout delivery and update regularly.

3. Risk Management

Assess and manage project financial risks (under/over/delayed spend) promptly.Implement mitigation strategies that ensure projects spend on time and within budget.

4. Financial Reporting

Check implementing partners’ financial reports for accuracy and completeness.Ensure timely submission and compliance with reporting standards.

5. Payments & Compliance

Process payments to implementing partners on time.Record actual expenditure in line with FCDO Resource Accounting rules and maintain accurate financial records in FCDO systems.Ensure expenditure is eligible and does not exceed approved budgets.

Finance Officer will also support UKISF Finance Manager with portfolio-level financial management and reporting, and deputise when needed.

They may be expected to contribute to British Embassy Kyiv’s wider corporate objectives, for example by participating in committees, crisis response, learning and development, programme assurance etc.

Essential qualifications, skills and experience

Our Ideal Candidate shows: 

Full professional proficiency in English and Ukrainian (written and spoken, minimum of C1 level for CEFR framework or equivalent).Minimum three-years’ experience in financial management, particularly budgeting, forecasting, and financial risk analysis. Excellent attention to detail and analytical skills, with accuracy and thoroughness when working with financial information.Familiarity with donor-funded projects and contract compliance.Excellent time management and organisational skills; ability to manage workload, deliver at pace, and prioritise effectively whilst maintaining quality.Excellent teamwork and collaboration skills; ability to build productive, respectful relationships quickly, including with external stakeholders.Excellent communication skills (written and oral) to provide balanced, sound advice and represent FCDO in external meetings.Strong Excel skills.Commitment to ethical financial practices and anti-fraud measures. This is a full-time, fixed-term contract for the period of 13 months, for 40 working hours per week (Monday to Friday 09:00 - 17:00) including 1 hour per day for lunch. 

The start date mentioned in the advert is just an expected start date. The appointment can start earlier or later depending on several factors.

Staff recruited locally by the British Embassy in Kyiv is subject to Terms and Conditions of Service according to local Ukrainian employment law. This is an official employment, and the salary is subject to official tax; currently 23%. The salary is a set rate and there are no additional allowances on top.
