Ukraine2EU (EU Integration Support Programme for Ukraine) Invites National Legal Experts on Ukrainian Legislation Alignment with the EU acquis to Join Online Expert Pool
Ukraine2EU supports Ukraine’s progressive alignment to the EU acquis and its overall EU integration efforts with a view to future EU membership. In this context, the Programme is establishing an Online Expert Pool to provide targeted legal expertise to Ukraine's state institutions on the alignment of Ukrainian legislation with the EU acquis.
The Online Expert Pool will serve as a roster of qualified specialists to be mobilised for specific assignments supporting the drafting of Ukrainian legislation and/or the assessment of its compliance with the EU acquis, in line with Ukraine’s National Programme for the Adoption of the Acquis (NPAA).
Ukraine2EU invites qualified professionals to apply for inclusion in the Online Expert Pool to support Ukraine’s EU accession process.
Considering the forthcoming programming timeline and the need for the timely mobilisation of expertise, interested experts are encouraged to submit their applications at their earliest convenience.
ROLES AND RESPONSIBILITIES
Experts will contribute, on a task-specific basis, by:
- Conducting legislative gaps analysis of Ukrainian legislation in light of the EU acquis;
- Assisting in drafting laws and secondary legislation envisaged under the NPAA;
- Assessing compliance of draft legislation with the EU acquis;
- Providing legal advice within relevant EU negotiation chapters;
- Supporting parliamentary or governmental stakeholders involved in EU integration in strengthening their capacities.
The main partner (beneficiaries) for these assignments include Deputy Prime Minister’s Office for European and Euro-Atlantic Integration (DPMO), Government Office for Coordination of European Euro-Atlantic Integration at the Cabinet of Ministers of Ukraine (GOCEEI), Committee of Verkhovna Rada on Integration of Ukraine to the EU (EIC), line committees of Verkhovna Rada, Verkhovna Rada Secretariat, line ministries.
Requirements
Education
- A university degree (Master, PhD) in law, public administration, EU studies, economics, or a related field.
Experience
- At least 5 years of professional experience relevant to drafting or reviewing national or EU legislation; legal harmonization, EU law, or EU integration processes;
- Experience in advising public authorities on the EU acquis implementation;
- Extensive knowledge and strong interest in Ukraine’s EU accession process, EU enlargement policies or EU affairs in general;
- Substantive knowledge and experience in at least one EU negotiation chapter.
Languages
- Proficiency in Ukrainian and English (written and spoken).
Asset (Preferred) Qualifications
- Previous experience in the transposition of the EU acquis into the legal systems of Ukraine and/or EU candidate countries;
- Experience working with Ukrainian public institutions (VRU, CMU, ministries, agencies etc.);
- Experience under EU-funded or international technical assistance projects;
- Knowledge of Ukrainian legislative procedures.
DURATION AND MODALITY
Experts will be engaged throughout 2026–2027 to undertake task-specific assignments, depending on identified needs. Engagements may be short- or medium-term and may include ad hoc assignments or one or multiple missions. Work may be carried out remotely and/or in Ukraine, subject to the requirements of each assignment.

BACKGROUND
The overall objective of Ukraine2EU is to support Ukraine’s progressive alignment to the EU acquis and its overall EU integration efforts with a view to future EU membership. Ukraine2EU is aiming to build strong and efficient state mechanisms for managing Ukraine's EU accession process and implementing related reforms. Ukraine2EU will follow the emerging and evolving needs of the main stakeholders and build a solid institutional capacity to meet the accession criteria.
Ukraine2EU is structured around four components, each addressing a core area of EU integration support:
Component 1. Management, coordination and monitoring of EU integration processes – aimed at strengthening capacities of Ukraine's key actors and stakeholders in overall management, coordination, and monitoring of the EU accession processes and related reforms agenda.
Component 2. Legal approximation processes and translation – focused on increasing availability of the legal expertise necessary for an efficient approximation of Ukrainian law to the EU acquis and enhancing overall institutional, procedural and methodological capacities of competent institutions in EU acquis translation.
Component 3. Communication – designed to raise awareness of Ukrainian society and key stakeholder groups on the EU accession process and related reforms agenda.
Component 4. Civil Society Organizations (CSOs) related activities – contributing to the outcomes of component 1, 2 and 3.
