Expertise France is the public agency for designing and implementing international technical cooperation projects. The agency operates around four key priorities :
- democratic, economic, and financial governance ;
- peace, stability, and security ;
- climate, agriculture, and sustainable development ;
- health and human development ;
In these areas, Expertise France conducts capacity-building initiatives and manages project implementation, leveraging technical expertise and acting as a project coordinator. This involves combining public sector expertise with private sector skills to drive impactful results.
Objectives and desired results.
1) General objective
The general objective is to create an effective information and communication system for automated detection, analysis and minimization of risks in the field of state property management, which will ensure increased transparency and accountability of state asset management processes, as well as allow timely response to identified risks.
2) Specific objectives
The specific objective is to coordinate among all stakeholders, while including specific expertise, to ensure the timely and efficient development and delivery of the ERS.
Description of the assignment
1) Planned activities
Assignment preparation
· Review all pertinent documentation (Terms of reference, technical description of the system, documents prepared by the service provider, regulations and procedures from SPFU).
· Prepare roadmap for consultations, interviews in line with system development workplan.
Stream 1 – Project Management
○ Developing project plans, schedules.
○ Monitoring project execution to ensure compliance with approved timelines, budget, and requirements.
○ Support the realization of the service by the service provider in line with the beneficiary requests.
○ Support the work of the risk management expert on the development of business processes & ERS procedures.
Stream 2 -Team Coordination:
○ Ensuring smooth collaboration among all project participants.
○ Ensuring smooth coordination among all stakeholders & with the implementing agency.
○ Coordinate between the service provider, the financier and the beneficiary.
Stream 3 - Stakeholder Communication:
○ Engaging with internal and external stakeholders to gather requirements and align project goals.
○ Providing regular project updates and preparing reports for management.
Stream 4 - Risk and Issue Management:
○ Identifying potential risks and developing mitigation strategies.
○ Resolving issues promptly during project implementation.
Stream 5 - Quality Assurance:
○ Ensuring project compliance with organizational standards and requirements.
○ Overseeing testing, implementation, and handover of the project into production.
Stream 6 - Process Optimization:
○ Implementing best practices in project management.
○ Analyzing completed projects to improve the efficiency of future initiatives.
2) Anticipated deliverables

1. Monthly report – The monthly report shall detail all results and work provided during the month. In particular, it will include achievements, challenges, blockers & risks that occurred during the month. Coordination
Close collaboration must take place with Task Team Leader for Expertise France from assignment preparation right up to completion. Furthermore, regular exchanges must take place on assignment progress and any difficulties that may be encountered.
The Expert will report directly to Expertise France project management.
Communication with SPFU and relevant stakeholders will be ensured through bi-weekly meetings.
Place, duration and terms of performance
1) Implementation period: 3 months
2) Start date: January 2026
3) End date: 01/04/2026
4) Effective duration per assignment: 60 working days
Context and Justification of the need.
The EF Project “Assistance to the State Property Fund of Ukraine” aims to support the improvement of the management of the state property in Ukraine, to contribute to the alignment of Ukrainian practices with EU standards and best practices, and enhance the country’s economic resilience.
The Project is composed of four Components:
1. Enhancing SPFU capacity to steer and implement the reform of the management of state property.
2. Support for automation of corporate governance of state-owned enterprises: development of the Early Response System (ERS).
3. Support to the management and liquidation of sanctioned assets.
4. Support to the registration of public land plots and their transfer to the Land Bank Operator.
The Early response System is the first part of a wider risk management system. While Expertise France contracted with a service provider that will develop the software, expert support is required to bridge between the service provider and the State Property Fund.
About the Component.
The GovTech expert will work on the Component 2: Support for automation of corporate governance of state-owned enterprises: development of the Early Response System (ERS).
Given the significant increase in the number of state-owned enterprises under the management of the State Property Fund and the lack of effective mechanisms for timely identification and minimization of risks associated with the management of state property, the Fund faces serious challenges. In this regard, several levels of risks have been identified, caused mainly by analog methods of state property management. These include:
● Problems of integration and coordination:
o State property information is stored in different, unintegrated automated systems. This leads to disparate databases, making it difficult to obtain complete and up-to-date information on the state of state assets.
o Lack of integration between systems makes it difficult to coordinate between different departments and services involved in the management of state property, often leading to duplication of efforts.
● Limited opportunities to anticipate and minimize risks associated with state property management:
o Fragmentation of systems does not allow for comprehensive data analysis, which limits the ability to make informed management decisions.
o The lack of forecasting capabilities prevents the implementation of a proactive approach to risk management, which in general reduces the efficiency of state property management and creates a risk of losses.
● Inefficient use of state assets:
o State assets may be used inefficiently or remain unused, reducing their efficiency and economic return.
● Increased risks of delays and human error:
o Control and monitoring processes are performed manually, which increases the likelihood of errors and slows down processes. On the contrary, staffing problems (e.g., lack of staff) can also negatively affect the management of state property.
o The creation of the Early Response System will help prevent inefficient use of state assets, reduce the likelihood of abuse and loss of revenue for the state budget, as well as other unforeseen consequences.
Candidate Requirements.
The candidate shall be duly registered as a tax payer in Ukraine, and shall be in compliance with all its tax obligations. FOP number is required.
Below are the main requirements for the expert position in terms of previous experiences and skills:
● Education:
○ Higher education in the field of IT or related disciplines, in public administration or business administration
● Experience:
○ At least 7 years of experience in IT project management;
○ At least 5 years in project management in GovTech projects;
○ Experience with donor funded international projects is appreciated.
○ Experience in public administration, ministry or state institutions is strongly appreciated,
○ Experience in the management of state-owned assets and properties is a considerable advantage.
● Skills:
○ Deep understanding of SDLC.
○ Strong organizational and leadership skills.
○ Experience in implementing and delivering large-scale projects in GovTech
○ Proactivity in process improvement.
○ Knowledge of risk management, resource planning, and budget control.
○ Proficiency with project management tools (JIRA, Confluence, Trello, MS Project, etc.).
○ Additional certification in project management is a plus.
○ Knowledge of the legislative and regulatory framework regarding the management of state owned assets & proprerties.
● Languages: Ukrainian, English - Fluent;
