Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. 

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context The Division of External Operations (DEO) is responsible for managing the activities of the ICC Country Offices through proper guidance, which requires coordination, anticipation, planning and monitoring. The interaction is based on effective communication between DEO and the Chief of Country Office, which entails obtaining, processing and disseminating relevant information in a timely manner. DEO supports the Chief of Country Office in their interaction with external actors with the aim of ensuring cooperation between the parties. The Division strives to ensure overall efficiency and effectiveness of its field operations with a view to supporting the Court’s operations and development. The Field Health Assistant will perform the duties and responsibilities under the direct supervision of the Administration and Operations Officer in the Country Office and will report directly to the Head of the Occupational Health Unit (OHU) at the Headquarters of the ICC in the Hague on all occupational health/welfare and medical related matters. Duties and Responsibilities Safeguarding the health and welfare of the ICC staff in the Country Office by implementing programs aimed at preventing work related illness and injuries, and promoting wellness, in close cooperation with the OHU in The Hague Monitor access to healthcare and pharmacy supplies, provide technical guidance for solutions Develop and maintain internal medical Standard Operating Procedures for the Country Office  Based on health risk assessment, update the medical emergency response plan (MERP) for the Area of Operations in the situation country Regularly revise the inventory and stock of medication in the Country Office, Emergency Trauma Bags, and other medical supplies and equipment Provide First Aid/emergency primary care when required Provide medical training such as Basic Life Support (BLS), Individual First Aid Kit (IFAK), Emergency Trauma Bag (ETB), mass casualty incident, and other related trainings Review the Chemical, Biological, Radiological and Nuclear (CBRN) risk and train personnel on use of Hazmat Personal Protective Equipment (PPE) and response to CBRN exposure Join missions and assist in very high risk areas according to the applicable UNDSS requirements to provide: emergency medical response, trauma care, patient assessment, and to operate the medical equipment as needed provide support in medical evacuation planning in close cooperation with OHU and Security and Safety Section Qualifications Education Diploma of secondary education is required. SSAFE or HEAT training certificate is required. Emergency trauma bag (ETB) instructor certification is considered an asset. Experience A minimum of 8 years of progressively responsible experience in in emergency medicine or trauma is required. An advanced or a first-level university degree may be considered as a substitute for two years’ working experience only to determine eligibility. Knowledge, Skills and Abilities: Occupational health and primary healthcare knowledge Valid driving license Recent experience in remote or austere environments is essential Strong communication and interpersonal skills Ability to work independently and as part of a team Knowledge of local and international medical protocols Combat experience is desirable Demonstrate teamwork, flexibility and adaptability Knowledge of languages: Proficiency in one of the working languages of the Court, English or French, is required. Working Ukrainian language is desirable. Knowledge of another language of the Court (Arabic, Chinese, Spanish and Russian) would be considered an asset.

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ) to implement a tenure policy at the Court as of 1 January 2025.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

- Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3 - ) to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.
