Organisation Background

Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts.

INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training. INSO works in 26 of the world's most insecure countries, with its headquarters in The Hague, the international city of peace and justice.

INSO Ukraine

INSO has been active in Ukraine since 2015, and its operations expanded significantly following the full-scale Russian invasion in February 2022. With a presence in Kyiv, Dnipro and Odesa, INSO currently supports over 320 NGOs, including 109 national organisations, the International Committee of the Red Cross (ICRC), various donors, and UN agencies. Approximately 17,700 NGO staff are employed by these organisations and benefit directly or indirectly from INSO services, with 91% being national staff.

Job Summary 

The Head of Training - Ukraine (HoT UKR) is based in Kyiv and provides strategic and operational leadership to INSO's Capacity Building and Training programme in Ukraine. The position oversees the Kyiv training team and the Training Manager in Dnipro and their team, ensuring coherence, quality, and contextual relevance across training activities in alignment with Country Office priorities and operational realities. The role is responsible for maintaining high-quality, standardised training services and for ensuring that programme delivery remains responsive to the evolving risk and access environment in Ukraine.

The HoT UKR guarantees compliance with INSO's Training Services Delivery Standards (SDS), leads partner needs analysis, and oversees the design and delivery of all training activities within scope, budget, and time. The position manages and develops two training teams, ensures integration of learning with other INSO services, and fosters a culture of innovation, accountability, and continuous improvement. The HoT UKR contributes to global learning initiatives and plays a key role in advancing INSO's training approach. This position is open to both national and expatriate candidates.

Key responsibilities

Lead and manage the Ukraine training and capacity building programme

• Lead the training teams in Kyiv and Dnipro under a unified strategy.
• Align all training activities with INSO standards.
• Ensure coherence with INSO information and analysis services

Ensure SDS compliance and quality

• Ensure full SDS compliance across all learning activities.
• Develop and implement compliance action plans.
• Contribute to global SDS and learning standards.

Analyse partner needs and plan the response

• Lead Training Needs Assessments.
• Design Annual Training Plans based on partner priorities.
• Manage budgets, staffing and learning resources.

Oversee quality delivery and MEAL 

• Ensure quality delivery, monitoring, and reporting. 
• Enforce the INSO Code of Conduct and safeguarding standards.
• Maintain strong acceptance of training activities.
• Oversee databases, session reporting and learning evaluation.

Lead and develop the team

• Recruit, mentor and manage training staff.
• Foster a culture of learning, accountability and innovation.
• Ensure staff performance and development.

Coordination and Representation 

• Coordinate with internal teams (programme, safety, finance) to ensure alignment and compliance.
• Maintain relationships with partners, donors, and stakeholders.
• Represent INSO in relevant coordination forums as required.

• INSO staff are, first and foremost, aid workers upholding humanitarian principles in their duties and behaviours.
• Represent INSO in the field and during external engagements, enhancing our reputation through professionalism and quality service to partners.
• Adhere to INSO's high standards for procurement, service delivery, safety, and security, contributing to continuous improvement within the framework.

Knowledge, Skills, and Experience 

• 5+ years of experience in humanitarian training, safety, or access programming.
• Proven experience in curriculum development, training assessment, and adult learning.
• Demonstrated understanding of Internal Quality Assurance (IQA) principles and practices.
• Solid grasp of NGO safety and security protocols, personal safety measures, humanitarian principles, access issues, and negotiation techniques.
• Hands-on experience operating in conflict zones, including high-risk or restricted environments.
• Exceptional organisational abilities and strong networking skills.
• Excellent written and verbal communication in English.
• Graduate degree in education, humanitarian studies, or related field 

Desirable

• Ability to speak Ukrainian.
• Recognised qualification in Training and Development, adult education, or learning design. 
• Familiarity with technical/digital training tools (e.g., Learning Management Systems, mobile applications, low/no-tech solutions) or previous collaboration with IT experts.
• Familiarity with INSO's mandate and services.
• Knowledge of humanitarian coordination mechanisms.

Terms & Conditions:

12-month renewable contract, €5,500 per month salary, 4 calendar days of annual leave per month, €1,200 monthly housing allowance, global medical coverage (excluding the USA) and AD&D insurance.
