Background

The United Nations Development Programme (UNDP) is a UN agency that works in about 170 countries and territories, helping eradicate poverty, reduce inequalities and exclusion, and build resilience. It thereby helps them sustain progress and achieve Sustainable Development Goals. In Ukraine, UNDP operates in three programme priorities, such as Democratic Governance and Inclusive Social Fabric, Inclusive and Sustainable Economic Recovery and Growth, and Sustainable Environment and Energy Transformation. Since the start of the hostilites in 2014 and the full-scale invasion in 2022, UNDP in Ukraine has been present on the ground, through its hubs around the country, supporting regional and local authorities and civil society partners in their emergency response and crisis management.

Lessons from the past years informed the development of UNDP’s Country Programme Document (2025-2029) and the scale-up of the Area-Based Recovery (ABR) Framework. The Framework’s programmatic pillars of Reconstruction, Returns, Resilience, and Reforms are focused on ensuring community recovery and creating conditions for the return to a development pathway in Ukraine.

Addressing the country’s complex reconstruction and recovery requires a holistic, systems-based response that empowers all parts of society — including government, local authorities, the private sector, and citizens — with the capacity and resources to respond effectively. To ensure a whole-of-society approach, the framework offers an integrated, participatory, and inclusive methodology to advance recovery in communities most affected by the war.

In this context, the Communications Analyst will ensure the ABR projects’ results are clearely communicated to stakeholders and the public by leading strategic communications, content production, and event-related visibility efforts.

Duties and Responsibilities

Manage communication streams and public outreach related to the ABR projects:

Promote, advocate for, and raise awareness about project activities, results, and flagship initiatives through various communication channels, such as roundtable discussions, press conferences, briefing sessions, interviews, and report launches. Prepare background documents and organize donor and corporate missions, including audio-visual and media coverage of project activities and achievements. Provide inputs for identifying storylines for publications and articles on the achievements and progress of the ABR projects. Manage public messaging and media outreach by preparing briefing materials, talking points, speeches, and op-eds as needed. Maintain a database of key contacts, including individuals, groups, and organizations essential to achieving communication objectives. Coordinate with media to ensure appropriate event coverage, including managing key messages. Monitor the reach of media coverage (internal and external) related to ABR activities and prepare comprehensive media monitoring reports for internal and external stakeholders. Gather lessons learned and adapt them for continuous improvement.

Develop, edit, and dissiminate high-quality communication content:

Collect and compile inputs and information necessary for producing relevant publications, and support their dissemination among the project’s key stakeholders. Draft and publish content for the UNDP website and social media platforms, ensuring adherence to UNDP’s corporate branding and visibility guidelines, as well as stakeholder and partner branding requirements. Lead the development and design of thematic information and communication materials to enhance the project's outreach and information dissemination. Prepare sections in reports to highlight the project’s communications and visibility achievements, and take the lead in designing of key reports, including donor reports. Develop event-specific materials (., leaflets, videos, and other branded items) based on the approved plans and strategies. Provide guidance and coordinate with sub-contractors to produce high-quality visibility materials, often within tight deadlines.

Ensure branding, visibility, and compliance across all ABR projects and facilitate knowledge sharing:

Ensure consistency in branding, adherence to corporate communication and branding guidelines, and alignment with the donor’s branding requirements. Coordinate with relevant teams to lead the preparation and implementation of high-quality branding and communication strategies for public events (., handover events, forums). This includes activities before, during, and after the event to ensure visibility for UNDP, donors, and other key partners. Maintain a library of reference materials, including communication tools, booklets, and photographs of project activities, ensuring they are well-documented and easily retrievable. Monitor the reach and impact of printed and digital materials, as well as social media posts. Facilitate stakeholder coordination on branding, visibility, and communication efforts related to the events. Contribute to knowledge networks and communities of practice including corporate communications repositories. 

Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise, promote a safe, enabling environment free of discrimination and abusive behaviour in line with corporate standards:

Assist with ensuring the project contributes to the promotion of gender equality by reaching, involving, and benefiting both women and men. Use the principles of gender-responsive communications in line with the UNDP corporate standards. Be aware of relevant gender issues and concerns in the field of expertise. Support the promotion of team culture of gender equality and zero tolerance to any sexual misconduct in the team through leadership and personal example. Demonstrate respect for gender equality in professional interactions, identify and address sexism and gender discrimination. Assist with informing and briefing personnel and partners about corporate sexual harassment and sexual exploitation and abuse policies.

The incumbent will perform other duties within their functional profile as deemed necessary for the efficient functioning of the office and the organization.

Institutional Arrangement

The Communications Analyst will work under direct supervision of the Communications Specialist and overall guidance of the Programme Manager (Area-Based Recovery).

Ability to manage communications internally and externally, through media, social media and other appropriate channels.

Campaign management: Ability to produce and implement communications and advocacy campaigns which lead to impactful change. Creative direction and copywriting: Ability to creatively communicate concepts in an engaging and simple way. Media Relations: Ability to develop media relations across all aspects of media work including relationships with media and preparing media materials such as messages. Social Media management: Ability to represent and promote the UNDP brand in virtual communities and networks.

Required Skills and Experience

Education:

Advanced university degree (Master's Degree or equivalent) in Communications, Media Studies, Public Relations, Journalism, Development Studies, Public/Business Administration, International Relations, Political Science, or related field is required; OR A first-line university degree (Bachelor’s Degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s Degree.

Experience:

Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in public relations and/or communications.

Languages:

Fluency in English and Ukrainian is required.

Desired Skills:

Demonstrated ability to manage multiple projects simultaneously, ensuring timely delivery of communication outputs while maintaining accuracy and consistency. Experience in managing multimedia production (photography, videography, graphic design), including coordinating external service providers, and overseeing quality control of communication products.  Working with and proficiency in graphic design tools (Adobe Creative Suite, Canva, and multimedia editing software for basic content production and adaptation when needed.. Prior experience in communications within international organizations and/or civil society organizations, or international non-governmental organizations (INGOs)
