Who are we? 

The British Embassy in Kyiv (BEK) is part of a world-wide network representing British political, economic and consular overseas and is now looking to recruit an Energy Programme Manager to join a high-performing team of technical advisors and programme managers working in a complex, challenging but exciting and important context.

Main purpose of job:

You will support BEK’s efforts to support Ukraine’s immediate and long-term energy security as part of the Ukraine Resilience and Energy Security (URES) programme, which sits in the Recovery, Energy and Growth (REG) team. An uptick in attacks since March 2024 has hit Ukraine’s energy system hard incurring the loss of above half of its generation capacity. The energy sector remains vulnerable, particularly as demand for gas and power peak over the winter period. Although repairs to infrastructure and an increase in power imports from the EU will help, further Russian attacks on the energy sector risk significant humanitarian and economic implications.

Donors, including the UK, are therefore providing as much resilience to the energy sector as quickly as possible in order to mitigate disruption to power, heating, and water supply in Winter 2025/26 and thereafter. Within the UK-Ukraine 100 Year Partnership, this is directly supporting our strategic objective that Ukraine prevails over Russia’s aggression.

URES has been at the forefront of the UK’s emergency response to the energy sector through provision of high priority equipment to repair damaged energy transmission and generation infrastructure, as well as physical protection of this energy infrastructure. Most of this specialist equipment has been delivered via the Energy Community Secretariat’s Ukraine Energy Support Fund to date. Beyond this emergency support, the URES programme is supporting Ukraine’s longer term energy security across three other programme pillars. This includes capital investment to drive private sector resilience, innovation for renewable energy pilots and technical assistance to drive a green and just transition of the energy sector through reform and policy making.

You will be leading on coordinating UK support with a number of our fifteen implementing partners for this response, working with a well-rounded team on this complex programme. The team currently consists of the URES Senior Responsible Officer (SRO) based in London, the Ukraine Energy Attaché based in Vienna and three team members based in Kyiv, namely the Programme Responsible Officer (PRO) a Programme Manager (splitting their work between URES and partly on an Economic Recovery programme) and the Finance Manager. You will work closely with the wider humanitarian team, as well as MEL adviser, economist and other specialist roles as needed. You will be closely working with partners and commercial, financial and monitoring specialist within the FCDO (and external) in assessing the various components of the URES programme. The team divides relationships between the fifteen partners and this role will take on some of these relationships and, whilst some key relationships will remain with other team members.

We are looking for a motivated, pro-active individual who understands the importance of value for money, is able to identify and respond to programme delivery risks and can demonstrate adaptability in a changing environment. This role will provide you with the opportunity to develop programme and financial management skills alongside experience of stakeholder management, monitoring and evaluation of programme results, and risk management.

The role may be extended on a one-year fixed term basis.

Roles and responsibilities: 

You will in charge of the programme cycle management, to ensure the timely planning of activity and reporting in accordance with Programme Operating Framework.

Responsible for leading engagement with specific programme delivery partners, mostly based in Ukraine, some in Vienna and some in London. This includes partners, suppliers, and beneficiaries, in line with agreements, supplier’s code of conduct and best practice stakeholder management and contract management.

Providing quality assurance of project deliverables, including through effective monitoring of on quarterly and yearly reporting (financial, qualitative), monitoring of project progress and, compliance with FCDO safeguarding, fraud, results and monitoring standards.

You will lead on programme and financial compliance through engagement with programme delivery partners, including on reporting, monitoring and project delivery.

You will work closely with the whole Programme team and specialist advisers on commercial, finance, private sector etc. on ensuring the programme is coherently delivering across wider portfolio goals, adapts to learning from other programmes and processes and disseminates its own lessons learnt.

You will support the design of a follow-on programme, feeding into the set-up of a flexible, adaptable programme targeting the needs of the energy sector at the time and as forward-looking as possible under circumstances in 2026/27.

You will contributing to wider team objectives on other programmes such as infrastructure and economic recovery, visits and events.

Essential qualifications, skills and experience

Our Ideal Candidate shows: 

Proficiency in English and Ukrainian (both written and spoken, minimum of C1 level for CEFR framework*)Programme and project management experience. Nice to have: 

Knowledge of energy markets and international energy policy. Understanding of the Ukrainian energy sector is beneficial. Concept of general donor standards on reporting, safeguarding and financial management – learning and development opportunities to grip UK specific guidelines and regulations will be available on the job. Experience of gender equality and social inclusion mainstreaming at all stages of programming cycle, including key M&E stages such as results framework design and evaluation. This is a full-time, fixed-term contract for the period of 13 months, for 40 working hours per week including 1 hour per day for lunch.

Staff recruited locally by the British Embassy in Kyiv is subject to Terms and Conditions of Service according to local Ukrainian employment law. This is an official employment, and the salary is subject to official tax; currently 23%. The salary is a set rate and there are no additional allowances on top.
