Job Title: Project Finance Manager

Location: Ukraine

Salary: circa £42,000 per annum

Visa requirements: The successful candidate candidate must be able to obtain a Ukrainian work Visa.

Reporting to: Deputy Head of Finance (Project Management)

Supervisor for: N/A

Contract: Full-time, Permanent

Accommodation: Free Accommodation Provided

Role Summary: is responsible for the successful planning and execution of projects within the Ukraine programme relating to revenue and expenditure.

Key Working Relationships: will report directly to the Ukraine Deputy Head of Finance, and will work closely with other departments and with the accounting and finance teams.

**PLEASE NOTE THAT THIS ROLE IS BASED FULL-TIME IN UKRAINE, AND CANNOT BE CONDUCTED REMOTELY**

Role Responsibilities:

Budget development and Planning

Develop detailed original project budgets in Adaptive Planning and translate them into donor-specific formatsEnsure all budgets comply with donor requirements, HALO budgeting processes, and broader programme needsDeliver budgets within agreed timelines and standards

Monitoring and Compliance

Monitor the financial performance of active contracts, collaborating with relevant departments to ensure:Compliance with budgetary and contractual obligationsAdherence to HALO Global Budget Framework Terms and ConditionsIdentify and report significant budget deviations promptly to the Deputy Head of ProjectsSupport the development and implementation of corrective action plans as needed.

Reforecasting and Financial Adjustments

Prepare reforecasts in Adaptive and donor formats when project delivery deviates from the original planWork cross-functionally to revise plans while maintaining compliance with donor and internal requirements

Financial Reporting

Prepare accurate interim and final donor financial reports, ensuring:Alignment with underlying financial dataConsistency with narrative reportsTimely submission in line with donor deadlinesProvide detailed variance analysis and explanatory narratives

Transaction Processing and Documentation

Regularly review project expenditures to ensure cost eligibilityProcess financial transactions related to project activitiesVerify that all supporting documentation is complete, appropriate, and audit readyDeliver ad hoc financial reports, spend-out plans, budgets, and reforecasts as requiredProvide clear documentation of underlying assumptions and justifications

Donor Audit

Provide transactional reports/documentation for grant/contract audits

Other

Requirements

Bachelor’s degree in Finance, Accounting or a related discipline.Experience in financial management roles.Excellent understanding of statutory reporting and accounting standardsExceptional interpersonal and communication skills.Exceptional organizational skills and ability to manage multiple deadlines. Experience of mentoring and advising senior managementStrong numeracy and IT skills essential, and proficient in the use of Microsoft Office.Proven experience in developing and monitoring budgets.Fluent in written and spoken English.Experience of working in the INGO sector
