Under article 4.2
, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.
In order to support the best informed process in the filling of the above-mentioned vacancy by direct selection, the ILO invites interested candidates to submit their application online by the above date.

ILO Internal candidates in accordance with paragraphs 31 and 32 of Annex I of the Staff Regulations. External candidates**The recruitment process for National Officer positions is subject to specific local recruitment and eligibility criteria.
Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given, subject to the receipt of funding. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 29,688 USD yearly.
Introduction
The ILO Country Office for Ukraine is implementing its Transitional Cooperation Strategy for Ukraine focusing on three pillars: i) Investing in People, ii) Creating quality employment and sustainable enterprises and iii) Improving labour market governance and social dialogue.
Within the third pillar of its Strategy, the Office implements several projects, including those focusing on compliance with fundamental principles and rights at work throughout the reform process in Ukraine as well as those focusing on the promotion of inclusive and sustainable reconstruction in Ukraine through social dialogue. These projectshelped the Government and the social partners in Ukraine to take important steps to reform labour law and strengthen its labour market institutions, with stronger reference to the international labour standards. The new Project “Promoting Inclusive Labour Market Governance Reform in Support of Ukraine’s Reconstruction and EU Accession” scales up and consolidates these results by a) enabling the tripartite constituents to make informed decisions concerning labour law and other labour market reforms in line with international labour standards and relevant EU Aquis through inclusive reform processes, and 2) improving their capacity to subsequently applying the newly adopted laws and policies. The initiative is funded by the European Union.
The Project will introduce a position of a National Project Officer aspart of the project team to ensure successful implementation and delivery of the project outcomes. The position will be based in Kyiv, Ukraine, in the newly established ILO Country Office for Ukraine.
Description of Duties
Reporting lines
The position reports to the Project Manager (PM). The position will receive guidance and technical advice from the PM and relevant specialists in the DWT/CO-Budapest and relevant technical Departments in Geneva.
Main duties and responsibilities
1. Provide support to the PM on the day-to-day implementation and administration of the project activities in conformity with project objectives and coordination with the DWT/CO-Budapest, the Regional Office for Europe and Central Asia (Geneva), the relevant HQ Departments, project partners, international and national experts, and ILO constituents.
2. Work in close collaboration with (partners) to design and revise project annual work plans, as well as preparation of budget proposals, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
3. Review, verify and analyze work plans, progress and final reports and other data for clarity, consistency and completeness, and monitor the progress of project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
4. Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets.
5. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems and propose solutions and actions.
Required qualifications
Education
First level university degree in economics, public policies, development studies or a relevant field.
Experience
Two years of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Prior engagement with ILO or other UN agencies is desirable.
Technical requirements:
Technical expertise in employment and labour market policies, public employment services, skills and TVET, industrial relations, social dialogue, and labour law would be an advantage. Knowledge of the policy making in Ukraine is desired.Languages
Excellent knowledge of Ukrainian and English, both oral and written.
Competencies
• Knowledge of programme and budget, project administration, and evaluation concepts and procedures, and of the mandate and structure of labour market institutions in Ukraine.
• Knowledge of the office’s financial rules and regulations.
• Good knowledge of the context and challenges for the project areas of expertise.
• Strong analytical skills and ability to justify requirements and approaches to problem resolution, and good drafting skills.
• Good ability to interpret project information and to identify and analyse problems with implementation.
• Ability to communicate effectively both orally and in writing. Ability to clarify information.
• Demonstrate collaborative and teamwork experience and ability to work effectively with a multicultural and interdisciplinary team, as well as to work on his/her own initiative.
• Ability to work independently, quickly, precisely, and take initiative and responsibility.
• Ability to work under pressure and to meet the deadline.
• Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications.
• Ability to deal with people with tact and diplomacy.
• Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
