Background

In April 2024, UNDP launched a 5-years Green Energy Recovery Programme in Ukraine, which is an integrated initiative designed to diversify the country's energy mix and address the impact of the war on its outdated energy systems. Developed through extensive consultations with the Government of Ukraine, local and regional authorities, the Programme aims to respond urgently to targeted attacks on the energy sector and support its green energy recovery.

The Programme supports the National Energy Strategy of Ukraine, contributing to energy security and independence, promoting a green recovery and transition of the energy sector, and facilitating further synchronization with the EU energy markets. This effort builds on UNDP’s engagement in energy system reconstruction and recovery, leveraging partnerships and lessons learned from the “Winterization Support to Ukraine” project.

Aligned with the UN Ukraine Transitional Framework 2023 and UN Winterization plans, UNDP is providing immediate support to national and local governments to repair energy infrastructure, ensuring critical services to war-affected populations. The Programme focuses on distributing generation sources, decentralizing the power system, and increasing the share of renewable energy sources to reduce reliance on coal generation and reduce CO2 emissions.

The Programme will enhance access to energy from decentralized renewable sources, foster economic empowerment, and improve public governance in the energy sector. These outputs will contribute to Ukraine’s nationally determined contributions (NDCs) towards the Paris Agreement, aimed at reducing global greenhouse gas emissions.

Sustainable energy solutions will be introduced through pilot projects, aligned with the UNDP nexus approach to risk reduction and resilience enhancement in war-affected communities. By boosting energy supply and decentralizing the energy system, the Programme aims to reduce reliance on humanitarian aid for essential services in these areas. 

In this context, UNDP is recruiting a Project Budgeting Analyst, who will ensure administration, transparent and efficient management of the budget and transactions for the Project

The incumbent will accelerate gender equality and women’s empowerment with all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation and abuse.

Duties and Responsibilities

The Project Budgeting Analyst will be responsible for the following functions:
I. Ensures the implementation of resource management strategies and adapts processes and procedures focusing on achievement of the following results:
•Full compliance with UNDP rules, regulations, policies, and strategies, recordkeeping/reporting system, and implementation of effective internal controls, ensuring proper functioning of a customer-oriented resource administration system;
•Continuously review the project’s resource utilization and support the preparation of forecasts and periodic disbursement requests to be submitted to the donor;
•Supports the development of funding requests, grant negotiations, and amendments to the grant confirmations;
•Review and approve the funding authorization and expenditure certificate (FACE) from partners as and when required;
•Facilitate annual audits; and
•Regularly monitor exception reports for unusual activities and transactions, review anomalies or irregularities, and inform the supervisor of the results of the review along with proposed corrective actions.

II. Ensure the management of projects budgets of the optimal cost recovery system focusing on achievement of the following results:
•Finalization of the budgetary sections of the update of the progress report and the disbursement request, along with preparation of quarterly and biannual forecasts of cash flows and annual cash flows;
•Timely review and finalization of enhanced expenditure reports and other ad hoc budgetary reports as required by the project;
•Timely preparation of program budget reviews and provision of justifications for budget reallocation/reprogramming requests;
•Preparation and monitoring of budgets, regular analysis, and reporting on budget approvals and delivery status;
•Monitor and ensure that donor contributions are properly transferred to UNDP in a timely manner;
•Ensure that advance payments and direct payments are properly reviewed and processed in a timely manner and ensure that payment information is correctly recorded in the Quatum system;
•Ensures proper administration of cash receipts and petty cash; and
•Maintenance of a proper filing system for records and documents related to project resources.

III. Ensures proper control of project accounts focusing on achievement of the following results:
• Ensure analysis and development of proposals for the internal expenditure control system ensuring that the supporting documents processed are matched and completed, that the transactions are correctly recorded and displayed in Quatum;
• Monthly payment orders (MPOs), claims for reimbursement of travel expenses and other entitlements are properly processed and receipt of goods and services and provisioning are properly carried out in accordance with IPSAS and UNDP policies and procedures;
• Timely corrective actions on unrecorded vouchers, including vouchers with budget verification errors, match exceptions, unapproved vouchers;
• Timely response to requests from headquarters to resolve data discrepancies;
• Support in the development and implementation of an asset and inventory management for the programme.

IV. Ensures proper projects cash management functioning focusing on achievement of the following results:
• Timely review of cash accounts to ensure availability of sufficient funds for implementation and appropriate disbursements;
• Timely identification and registration of receipts for the income request;
• Timely preparation of monthly cash flow forecasts for use by supervisor.

V. Ensures capacity building and knowledge sharing on resource management matters focusing on achievement of the following results:
• Capacity building of implementing partners on overall resource administration;
• Sound contributions to knowledge networks and communities of practice.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

4. Institutional Arrangement
The Project Budgeting Analyst will work under the guidance and direct supervision of Operations Specialist and the overall guidance of Programme Manager and Energy and Environment Team Lead, in close collaboration with the Programme and UNDP CO teams.

Required Skills and Experience

Education:

Advanced university degree (Master’s degree or equivalent) in Finance, Economics, Public Management, Business Administration or other relevant field is required, or A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s degree.

Experience:

Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.  Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in resources and budget management.

Required skills 

Proficiency in the usage of computers and office software packages (. MS SharePoint, MS Office: MS Word, Excel, PowerPoint , and knowledge of web-based management systems.

Desired skills in addition to the competencies covered in the Competencies section

Experience in budgeting and reporting on project funds. Experience in developing reports for donors within an international organizational context. Experience in a UN agency and /or development sector. Experience with ERP systems.

Required Language(s):

Fluency in English is required. Fluency in Ukrainian is required for national personnel.
