Background

The UNDP Green Energy Recovery Programme is an integrated approach to address Ukraine’s needs to accelerate efforts towards a more diverse energy mix, following the impact of the war and outdated energy system, with less dependence on gas and coal generation. It has been designed based on extensive consultations with the Government of Ukraine, local and regional authorities, and thorough analysis of barriers and instruments for green energy sector recovery. The Programme supports achieving mid-term objectives and priorities indicated in the National Energy Strategy, contributing to energy security and independence, supporting a green recovery and transition of the energy sector, promoting decarbonisation and facilitating further synchronisation with the EU energy markets. 

The Programme expands the scope of UNDP’s engagement in supporting reconstruction and recovery of the energy system, building on the partnerships, results and lessons learned under the multi-donor funded project “Winterization support to Ukraine”. In line with the priorities of UN Ukraine Transitional Framework 2023 and UN Winterization plans of 2022-2023 and 2023-2024, UNDP is herein providing immediate and emergency support to the national and local governments to repair energy infrastructure in order to provide critical basic services to the population in war-affected areas.

The Green Energy Recovery Programme will contribute to distributing generation sources throughout the country and decentralizing the power system while increasing the share of renewable energy sources in an effort to contribute to gradually reducing coal generation, in line with Ukraine’s national commitments in reducing Co2 emissions. This will have significant positive impact on people’s access to energy from decentralized renewable energy capacities, economic empowerment, improved public governance of the energy sector, and decreased pollution rates. Outputs under the key objectives will thereby contribute to implementation of Ukraine’s nationally determined contributions (NDCs) towards the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC), in the effort for global reduction of greenhouse gas emissions.

Sustainable energy solutions provided through the pilot projects aligns with the UNDP nexus approach, contributing to risk reduction and increasing resilience of sub-national energy systems in war-affected communities in Ukraine. By increasing energy supply in the medium term and contributing to decentralization of the energy system, the proposed Programme will furthermore reduce pressure on humanitarian aid for heat, water, and sanitation services, all which depend on electricity supply, in the war affected areas and reduce the vulnerabilities of the energy systems.

In this context, UNDP Ukraine invites applications from highly qualified and experienced professionals for the post of Information Management Analyst who will provide analytical support on information management and other activities related to the Programme.

Duties and Responsibilities

Under the direct supervision of Programme Manager and in close collaboration with Programme Technical Specialist (Energy Security) and Engineering Specialist (Electricity/Gas, Technical Component Lead), Engineering Analyst (Heat) will perform the following:

Engineering support for the analysis of heat supply projects, heat supply systems and other energy infrastructure. Conduct an assessment of the status/needs of damaged power generation facilities and power grids, power supply and other energy infrastructure, and provide technical advice to determine a suitable plan and strategies for recovery/ restoration..  Review and analyze the information/data on the context and baseline situation of the targeted power grids facilities, power supply and other energy infrastructure.  Identify priorities in areas ofpower generation facilities and other energy infrastructure restoration in consultation with relevant stakeholders. Identify any institutional capacities, policies and legislation that may impact restoration of energy supply and promotion of energy security. To identify possible solutions, expected limitations and risks associated with the implementation of power supply projects within the framework of this program.  Provide technical support for the process of preparing a package of documents within the framework of this program. Provide technical support on reviewing and certification of available energy project based on the design calculations and drawings, including BoQs and specifications of the equipment.  Development or verification of technical specifications (SOW), drawings, cost estimates (BoQ), technical specifications and other necessary packages of documents (including procurement packages for relevant production/generation facilities) for the implementation of projects for the recovery and restoration of power systems within the framework of this program. Analyze functionality of power generation and power grids facilities and specification of the materials proposed.  • Support procurement process of energy infrastructure by providing technical inputs, clarifying the Bidder’s queries of technical nature. Serve as part of the technical evaluation panel and provide complete assessment (qualification, technical and financial analysis) of the received offers.  • Provide input in addressing UNDP’s Contract Review Committee’s questions related to submitted bids if required.  Review and validate the manufacturing/supply schedule proposed by the contractor.  Identify and assess the risks related to procurement of energy infrastructure equipment and propose a risk mitigating strategy and measures.

3.2 Stakeholder engagement and supplier coordination

Support the project in conducting market research to identify potential suppliers and technologies. · Prepare necessary documents, including Terms of References (ToRs) and Bills of Quantities (BoQs), for UNDP’s procurement procedures, ensuring compliance with UNDP’s procurement policies and procedures. Monitor project implementation stages (including the manufacturing, shipping, and installation of equipment), with a focus on power grids and its supply, to ensure compliance with project deadlines and technical specifications. Coordinate with relevant partners to oversee equipment installation, ensuring timely and efficient completion of work. Consult with stakeholders and communicate on behalf of the project, ensuring a clear and consistent flow of information. Facilitate stakeholder engagement and ensure their active participation and support for project activities.

3.3 Knowledge management/ Reporting and Capacity building

Identifying and documenting best practices and lessons learned in the development of power grids systems and infrastructure development Contributing to the creation of knowledge and experience exchange networks, networking, and other public events in the field of energy security Participating in the training of Program/Project staff to support their continued professional development through active learning.  Contribute to the Programme/ Project work plans. Contribute to the Programme/ Project regular reporting on progress for different stakeholders, including donors.  Keep tracking the financial resources allocated to heat production facilities, power supply and other energy infrastructure restoration activities.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

4. Institutional Arrangement

Under the direct supervision of Programme Manager and in close collaboration with Programme Technical Specialist (Energy Security) and Engineering Specialist (Electricity/Gas, Technical Component Lead), the Engineering Analyst (Heat) is fully responsible for provision of technical support and leading the operational and programmatic management in the scope of energy security activities focused on power generation facilities, power grids and powersupply in the scope of Green Energy Recovery Programme according to the project document, UNDP corporate rules and procedures and for fulfilling the following functions

Skills and Experience

Min. Education requirements

Advanced university degree (Master's degree or equivalent) in the field of Mechanical Engineering, Heat Supply, Energy Systems or other closely related fields; or A first university degree (Bachelor’s degree) in the above fields in combination of additional two years of qualifying relevant experience will be given due consideration in lieu of the advanced university degree.

Min. years of relevant work experience 

Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of progressively responsible experience in engineering, energy systems, infrastructure development, or a related area is required. Experience, Knowledge, and Skills Skills in the development of technical documentation, including technical specifications and performance schedules of energy systems, including power generation facilities, power grids and power supply, or relevant infrastructure projects.  Knowledge of procedures for quality control procedures. Desired Criteria Proven ability to draft, edit and produce written proposals, advisory documents, analytical documents and results-focused reports. Experience in the use of computers and office software packages, including engineering software. Proven track record in effective project planning and implementation in the areas of Energy sector recovery and rehabilitation,  Experience in working with Government, international financial institutions, other development partners, including EU, shall be an asset. Familiarity with national construction legislation, norms, and standards related to energy infrastructure, including power generation facilities and power grids and power supply systems, and safety regulations is desirable. Experience of working with municipalities and/or local and central authorities in recovery or energy rehabilitation projects/activities, as well as with economic development issues at the national and sub-national levels is an advantage.
