Since the escalation to full-scale war in 2022, UNDP Ukraine has supported national and sub-national authorities in advancing early recovery, economic revitalization and resilience. The war has caused extensive loss of life, mass displacement, large-scale infrastructure destruction and deep socio-economic disruption, leaving millions in need of humanitarian assistance and protection while increasing exposure to poverty and economic vulnerability.
The Regional and Local Economic Development Programme (RLEDP) contributes to the UNDP Country Programme Document (2025–2029) and is implemented under the Inclusive and Sustainable Growth Portfolio. The Programme promotes inclusive, gender-responsive and sustainable local economic recovery, strengthening the resilience of war-affected communities and supporting alignment with national recovery and EU integration priorities. By 2029, the Programme aims to enhance the economic resilience of local communities through piloting and scaling integrated local economic development solutions that improve livelihoods and access to decent work, particularly for women, youth, veterans, internally displaced persons and other vulnerable groups. It will expand access to finance and business development services for MSMEs, strengthen local business support ecosystems, and facilitate job creation and sustainable enterprise growth, including through green and digital transformation initiatives.
The Programme will further support modernization of vocational education and training (VET) institutions and strengthen linkages between education providers, employers and local authorities to ensure demand-driven upskilling and re-skilling. It will contribute to the adoption and implementation of inclusive economic policies and local development strategies that promote women’s economic empowerment, remove barriers to labour market participation, and foster enabling conditions for private sector development. Through pilot initiatives promoting green, circular and innovative economic models, the Programme will also strengthen institutional capacities at the sub-national level to drive long-term, sustainable and EU-aligned economic transformation.
Focusing primarily on oblast and territorial community levels, the Programme assists decentralized authorities in early economic recovery, development planning, and implementation. It advances innovative, green and inclusive governance practices; strengthens local economic ecosystems; and reinforces linkages between crisis response, SDG localization, human capital development and long-term economic transformation.
Through a portfolio-based and area-oriented approach, the Programme delivers integrated programmatic and operational interventions, including grant schemes, development financing instruments, procurement and partnership modalities. These interventions support MSME recovery and growth, livelihood restoration and skills development for vulnerable groups, institutional strengthening of local partners, and the promotion of transparent, accountable and results-based management of resources in accordance with UNDP policies and procedures.
In this context, UNDP seeks a Programme Operations Analyst (NPSA-8) to support the effective coordination and implementation of programme operations under RLEDP. The incumbent will contribute to the planning, coordination and quality assurance of financial, administrative and operational processes, support compliance with UNDP policies and procedures, and facilitate coherent delivery of programme activities across different programme components, under the supervision of the Programme Operations Officer.

Duties and Responsibilities

Under the direct supervision of the Programme Operations Officer, the Programme Operations Analyst provides analytical, operational and coordination support to ensure effective implementation of programme operations under RLEDP.

Programme Operations & Financial Management:
Support the implementation of programme financial management processes, contributing to compliance with UNDP rules, regulations, policies and internal control frameworks, and supporting accurate financial recording and reporting in corporate systems.
•Contribute to ongoing review and analysis of the financial situation of Regional Development projects and support preparation of forecasts and periodic disbursement requests to donors, under supervision.
•Facilitate preparation and coordination of documentation for annual and ad hoc audits, verifications and internal reviews.
•Monitor financial exception reports and support follow-up on identified anomalies or unusual transactions, informing the supervisor and proposing corrective actions, as required.
•Support review of Funding Authorization and Expenditure Certificates (FACE) and partner financial documentation for completeness and accuracy.

2. Provide Operations, Procurement and Administrative Support:
Support effective implementation of operational and administrative processes for Regional Development projects.
•Contribute to preparation and updates of annual and quarterly implementation work plans in line with UNDP requirements and donor agreements.
•Support preparation and monitoring of procurement plans and related activities, in accordance with applicable UNDP rules and procedures.
•In collaboration with the Programme team and Programme Procurement Analyst, support preparation of procurement documentation, including RFQs, RFPs, TORs, technical specifications, micro-purchase canvass forms and related materials.

•Support data collection, analysis and maintenance of programme-related databases, records and files.
•Support and provide day-to-day functional supervision to programme operations support staff, in line with the approved organigram, including coordination of work allocation, review of deliverables, and participation in performance review processes, leave management and related delegated supervisory actions, in close coordination with the Programme Operations Officer and HR.
•Support familiarization of programme personnel and short-term experts with UNDP corporate rules and procedures related to project administration.

Planning, Budgeting and Financial Reporting:
Contribute to effective budget planning, monitoring and reporting processes for Regional Development projects.
•Support preparation and revision of programme budgets, including development of justifications for budget reallocation and reprogramming requests.
•Support preparation of financial inputs to progress reports and contribute to quarterly, biannual and annual forecasting exercises.
•Maintain budget tracking tools and support regular analysis and reporting on budget approvals, utilization and delivery status.
•Support processing and follow-up of advance and direct payments, ensuring accurate recording of financial information in the Quantum system, in coordination with CO Finance.
•Support follow-up on unaccounted invoices, budget verification issues and other financial data discrepancies, in coordination with relevant units.
•Verify asset and inventory management processes for the programme, in close collaboration with the Project Associate and Operations team.

tate Knowledge Management and Capacity Support:
•Contribute to capacity development of implementing partners and programme teams on financial and operational management processes.
•Support documentation and sharing of operational knowledge, lessons learned and good practices within relevant knowledge networks and communities of practice.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation

Institutional Arrangement

The Programme Operations Analyst will work under the direct supervision of the Programme Operations Officer and overall supervision of the Regional and Local Economic Development Programme Manager.

Skills and Experience

Minimum Education requirements An advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Economics, Finance, Accounting, Social Sciences or other relevant fields is required. Or  A first-level university degree (bachelor’s degree) in the areas stated above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.

Minimum years of relevant work experience

Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.  Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at national or international level in programme/project operations, procurement coordination, finance, administration.

Desirable Criteria 

Experience working with corporate management systems and electronic document management tools. Experience in programme or project operations, including financial and administrative processes within development programmes. Experience in supporting procurement planning and the full cycle of operational implementation. Previous experience with UNDP, other UN agencies, international technical assistance projects (ITA) or development programmes. Experience working with ERP systems (. Quantum) or similar financial/operational management systems. Required Language(s) Fluency in Ukrainian and English is required. Professional Certificates Financial or accounting-related certifications, such as courses or certificates in financial management, budgeting, project finance or financial reporting, will be considered an asset.
