Program Summary
KBR is supporting a contract to provide End-Use Monitoring (EUM) in Ukraine. The primary objective of this contract is to ensure the monitoring of assets subject to EUM requirements that have been transferred by U.S. Department of State’s Bureau of International Narcotics and Law Enforcement (INL) Section in Kyiv (INL Kyiv) to the Government of Ukraine (GoU).
Job Summary
The Design, Monitoring and Evaluation (DME) Specialist / Deputy Program Manager (DPM) will work closely with the Program Manager to support day-to-day program operations and assist with the development and execution of the program’s sustainment goals, strategic objectives, and financial goals, ensuring all program components meet or exceed customer expectations. In this dual-hatted role, the individual will design and implement program surveys—including sampling, tool development, digital data collection, and field supervision—to generate high-quality evidence on program performance and outcomes. The role leads data cleaning, validation, and analysis, ensuring data integrity and readiness for decision-making and external reporting. The Deputy Program Manager will also step in for the Program Manager when necessary and serve as a liaison between key stakeholders, ensuring efficient program delivery and risk management in support of critical EUM requirements in Ukraine. This role will oversee and manage a team of contractor personnel who are technically proficient in conducting monitoring and evaluation activities, and requires candidates who demonstrate flexibility, strong interpersonal and communication skills, cultural awareness, excellent attention to detail, and reliability.
Roles and Responsibilities
Support the Program Manager in day-to-day execution of program operations, ensuring sustainment goals, strategic objectives, financial goals, and customer expectations are met or exceeded.Serve as acting Program Manager when required and act as a liaison between key stakeholders to ensure efficient delivery and proactive risk management.Plan and support execution of End-Use Monitoring (EUM) activities, including in-person, secondary, and virtual monitoring inspections in Ukraine.Design and implement monitoring tools and program surveys, including sampling plans, tool development, and digital data collection methods.Lead field supervision efforts to generate high-quality evidence on program performance and outcomes.Oversee data cleaning, validation, and analysis to ensure structure, accuracy, integrity, and readiness for internal decision-making and external reporting.Prepare clear, funder-ready analytical reports and professional data visualizations that translate complex findings into actionable insights and demonstrate results against agreed indicators and targets.Oversee and manage a team of contractor personnel technically proficient in monitoring and evaluation activities, and possess the requisite property management and related experience necessary for EUM.Maintain accurate documentation and reporting processes, including Excel-based tracking, inventory support (as applicable), and compliance-ready program records.Basic Qualifications
Must be a Ukrainian national and authorized to work in Ukraine.Ability to communicate complex ideas the US Government and senior personnel.Demonstrated managerial experience leading personnel. Fluent in Ukrainian (speak, read, and write) with strong English communication skills (written and verbal).Demonstrated experience in monitoring and evaluation activities as it relates to program management.Proven experience in completing inventories, receiving goods, using Excel, and creating reports.Strong organizational skills and ability to manage competing priorities in a dynamic environment.Ability to lead Ukrainian local national teams and coordinate across technical, operational, and customer stakeholders.Must be able to travel without restriction throughout Ukraine.Preferred Qualifications
Strong preference for candidates with Ukraine–U.S. dual citizenship.Prior professional experience with the Ministry of the Interior, including the National Police of Ukraine, the State Border Guard Service, and the National Guard of Ukraine is strongly preferred.Experience supporting DoS/DoD-related programs, international programs, or field-based monitoring contracts.Familiarity with digital data collection tools and field-based inspection/monitoring methodologies.Experience using/analyzing dashboards, visualizations, and performance reporting packages for leadership and customers.Familiarity with occupational safety and quality assurance, ability to promote safety and quality culture.KBR Benefits
