The Centre for Information Resilience (CIR) is an independent organisation dedicated to exposing human rights violations and threats to democracy. We achieve this through open source research, digital investigations, capacity-building with local partners, and collaboration with media to amplify our impact.

CIR was born out of a determination to expose those spreading harm – online and offline – around the world, particularly in areas of violent conflict, such as Ukraine, Sudan and Myanmar. Our projects are at the forefront of efforts to investigate and document human rights abuses, war crimes, harms targeting women and minorities, and influence operations. We work closely with multilateral and national justice accountability bodies.

Requirements

Main Responsibilities

As a senior MEL adviser, you will engage with CIR projects at key points in the programme cycle to ensure that:

• Project design is evidence-based and enables robust assessment of impact and continual improvement.
• Project delivery is shaped by real-time monitoring of results and lessons learnt.
• Project assessment is robust and enables CIR and its clients to learn what’s worked, what hasn’t and why.

While exact responsibilities will vary by project, they will typically include a combination of the following:

• Design project-level monitoring, evaluation and learning frameworks – including development of theories of change, results frameworks, data collection methodologies and MEL frameworks
• Oversee and/or lead implementation of project MEL frameworks, ensuring data is collected, analysed and fed into project delivery in line with the agreed MEL plan
• Review and development of programme design and theories of change to ensure they are evidence-based, follow a clear causal logic and are measurable.
• Review and development of monitoring and evaluation and results frameworks.
• Technical input into and oversight of research and data collection methodologies, ensuring data is collected and analysed accurately and fed into project delivery in line with the agreed MEL plan and client expectations.
• Liaise with programme teams, external partners and stakeholders to oversee ongoing data collection.
• Oversight and technical input into monitoring and progress reports, ensuring lessons are identified and integrated into programme delivery on an ongoing basis.
• Conduct and commission qualitative and quantitative research, including literature reviews, key informant interviews, focus groups, surveys and media monitoring, to meet project and corporate needs
• Conducting monitoring, evaluation and learning reviews to meet client and CIR requirements, assessing progress against theories of change and results frameworks, assessing the effectiveness of operational delivery, and making recommendations for improvement.

Essential Criteria:

• Knowledge and experience of qualitative and quantitative research techniques, including the use of social media and online tools.
• Knowledge and experience of evaluating and collecting data of training and capacity building activities.
• Proven experience in design and in-person delivery of focus group discussions and other MEL interventions for training and capacity building projects.
• Strong written and verbal communication skills, including the ability to translate technical terminology for lay audiences and to produce precise, concise and timely reporting.
• Established background in monitoring, evaluation and learning, including the ability to develop and implement theories of change, logical frameworks and MEL frameworks and to translate MEL outputs into programme design and implementation.
• Strong stakeholder and relationship management skills.
• Based in Kyiv, with strong bilingual (Ukrainian and English) skills.
