Project: Central Asia Health and Development Landscape Assessment
Project specifications:
PATH is undertaking a targeted landscaping and engagement assessment across Central Asia, with a focus on Tajikistan, Uzbekistan, and Kazakhstan. The consultancy will support PATH’s partnerships strategy for the Asia, Middle East, and Europe (AMEE) region by identifying strategic points, partnership opportunities, and donor trends across the health and development ecosystem.
About the position:
PATH is seeking a consultant to conduct a structured landscape analysis and stakeholder consultation process across selected Central Asian countries. The consultant will assess national health priorities, donor pipelines, and implementing partner ecosystems, and translate findings into a practical Central Asia Engagement Strategy. The role requires close collaboration with PATH’s AMEE regional team to ensure recommendations are aligned with PATH’s technical strengths and strategic objectives.
Job responsibilities:
Conduct a landscape analysis of the health and development ecosystem in Tajikistan, Uzbekistan, and Kazakhstan, including national priorities, donor-funded programs, and key implementing partners.Hold consultations and virtual meetings with relevant stakeholders, including government agencies, donors, UN entities, international NGOs, and local partners, to validate findings and identify partnership pathways.Analyze regional and country-level donor trends and funding pipelines, including opportunities with multilateral, bilateral, and philanthropic funders.Work closely with the AMEE regional team to ensure alignment of findings and recommendations with PATH’s capabilities and strategic priorities.Draft a Central Asia Engagement Strategy outlining key findings, opportunity areas, potential partners, and recommended next steps for PATH’s engagement in the region.Required Experience and qualification:
Advanced degree in public health, international development, international relations, economics, or a related field.Minimum 8–10 years of professional experience in the international development sector, preferably in health or public health, with a focus on Central Asia (Tajikistan, Uzbekistan, Kazakhstan) or closely related contexts.Demonstrated experience working with government institutions, donors, UN agencies, international NGOs, and local implementing partners within the regional health and development ecosystem.Proven experience conducting landscape assessments, stakeholder mapping, donor analysis, or strategy development assignments.Prior exposure to business development, partnership development, or opportunity identification is strongly preferred.Skills/ Abilities
Strong understanding of health and development stakeholder ecosystems in Central Asia.Fluency in English is required; working proficiency in Russian and/or relevant national languages (e.g., Uzbek, Tajik, Kazakh) is highly desirable.Excellent analytical, synthesis, and report-writing skills, with the ability to translate consultations and data into clear strategic recommendations.Strong stakeholder engagement and communication skills, including experience facilitating consultations with senior counterparts.Ability to work primarily remotely, with availability to support in-person coordination or meetings if required.Highly self-directed, with strong time management skills and the ability to deliver high-quality outputs within tight timelines.Duration: 2 months
Location: Remote, with potential in-country consultations (virtual or in person if feasible. India, Bangladesh, Nepal, Pakistan, Tajikistan, Uzbekistan, Kazakhstan etc)
