ROLE PURPOSE:
The Project Manager will be responsible for planning, managing, and coordinating the implementation of the three-year SIDA CSO Strengthening Programme in Ukraine. The programme focuses on strengthening the capacity of local civil society and child-led organizations, enhancing civic space, and promoting children’s rights. The PM will ensure the programme’s delivery to the highest quality standards, donor compliance, and financial transparency. The role requires close collaboration with multidisciplinary Save the Children teams and partners, budget management, monitoring and evaluation, and sustainable capacity development of local partners.
Reporting to Deputy Director of Programme Operations, the Project Manager will be responsible for the coordination of the partners, as well as SCI various departments, included in the SIDA SCO award implementation. This includes direct partner engagement and contractual management. Additionally, PM would act as the main focal point on SIDA SCO award both to internal and external stakeholders.
SCOPE OF ROLE:
KEY AREAS OF ACCOUNTABILITY:
General Management Design and establish relevant project governance bodies, information flows, and feedback mechanisms focused on raising awareness, capacity, and delivery by local partners (who receive around % of the total budget). Ensure project alignment and fulfilment of internal SCI Project Management tools and systems (including but not limited to PMM, PRIME, etc). Hold overall accountability for day-to-day management, coordination, and oversight of programme implementation and successful delivery in Ukraine. Collaborate closely with various activity owners within SCI to ensure programme quality and timely delivery. Provide continuous support to Save the Children country office staff and implementing partners. Ensure support function staff are actively engaged and fully participate in capacity strengthening strategies developed with all partners. Support member visits by providing all necessary coordination and logistics. Coordinate implementing partner assessments, development of capacity-building plans, and ensure compliance with all SCI and SIDA requirements. Program Delivery, Management, and Quality Assurance Develop and maintain all programme management documents, including phased budgets, detailed implementation plans, procurement plans, and monitoring plans, in line with project requirements and technical guidance. Ensure programme delivery adheres strictly to security policies and procedures. Implement and oversee project management tools and controls with partners to ensure delivery according to plan, budget, and donor compliance requirements. Enable partners to build the capacity and systems needed to independently manage donor requirements. Produce high-quality narrative and financial reports within agreed deadlines. Adjust programming based on conflict analysis and ensure gender-responsive interventions addressing the specific needs and opportunities of women, men, boys, and girls. Conduct regular field visits, including consultations with partners. Ensure Save the Children’s Safeguarding Policy is understood and integrated by all staff, partners, suppliers, and stakeholders. Support collaboration among partners Effective Partnership Management Manage financial, budgetary, and contractual aspects of partnerships, ensuring operational and administrative duties are efficiently executed. Develop and maintain strong working relationships with all partners within the SIDA CSO programme. Collaborate with the Partnerships team and other departments to monitor and support capacity strengthening initiatives aligned with initial partner assessments. Ensure the SC team has the necessary information, awareness, and support to empower CSOs effectively. Facilitate timely approval processes for partners’ work plans and budgets. Monitoring, Evaluation, Accountability, and Learning (MEAL) Lead processes for learning, evaluation, and dissemination of lessons to continuously improve programme performance. Promote bottom-up learning across CSO partners and networks to foster sustainable capacity building and reduce dependency. Ensure a functional monitoring and learning framework is in place to meet programme targets. Oversee systematic use of M&E tools by teams and partners in coordination with technical and MEAL staff. Use data collection and analysis to inform programme strategy, annual planning, and advocacy. Support spot checks and audit processes, ensuring timely implementation of recommendations. Finance, Reporting, and Donor Compliance Hold delegated responsibility for programme budgets and participate actively in financial and programme review meetings. Ensure robust financial systems and controls are in place, demonstrating value for money to donor. Maintain sound reporting mechanisms, providing consolidated overviews of programme quality and delivery. Submit consolidated plans, budgets, and deliverables to the contract holder (Save the Children Sweden) on time. Regularly monitor budgets, expenses, procurement, and indicators. Ensure compliance with donor requirements and promote understanding of compliance across country offices and partners, including translating key documents if needed. Manage programme closure and adjust plans as needed to address any funding or delivery gaps. Ensure full compliance with Save the Children’s policies and regulations. Coordination (Internal and External) Act as primary focal point for project related matters. Provide regular reports at national and member levels to maintain alignment and commitment. Clarify matrix reporting lines and collaboration modalities between partners, CO teams, and member. Identify operational bottlenecks and provide solutions to ensure programme teams are adequately supported. Ensure consistent coordination among all stakeholders at national and local levels. Actively participate in management meetings, contributing to strategic and operational decision-making. Learning, Capacity Building, and Partnership Development Under the SIDA CSO framework, manage the design, implementation, monitoring, and evaluation of training and learning programmes. Ensure the quality of learning projects in close collaboration with technical specialists. Establish and maintain strong relationships with key stakeholders in the learning and humanitarian sectors to deliver innovative and responsive learning solutions. Lead learning needs assessments and develop relevant and innovative learning materials and services. Collaborate with regional and global staff to deliver high-quality capacity building, engaging external expertise where necessary. Support the full project lifecycle of learning contracts, ensuring donor compliance and audit readiness. Build and maintain partnerships across Save the Children and with external actors in the sector. Represent Save the Children in national and international forums, contributing to strategic dialogue and visibility. Support global and national teams in identifying learning needs related to implemented solutions. Provide guidance to other teams based on individual expertise and experience. Bachelor’s degree in Social Sciences or equivalent. - years of experience of working in similar program, preferably in a Nexus environment. Previous experience of supporting programme management across multiple locations. Experience working with civil society on humanitarian and development programming.EXPERIENCE AND SKILLS
Essential:
Solid knowledge of and demonstrated experience in Child Rights Programming, Child Rights Governance, civic space, and civil society strengthening. Understanding and previous experience of working with Project Management methodologies and systems (such as PMM and PRIME) and have capacity to transfer the knowledge and skills to other team members. Minimum years of relevant management and leadership experience, including program implementation, grant management, donor compliance, and oversight of complex, multi-stakeholder projects. Minimum years of direct experience working with civil society partners on capacity strengthening, ideally aligned with promotion of children’s rights. Proven experience in programme design, delivery and performance monitoring, with an ability to ensure quality assurance and measurable impact. Understanding of MEAL activities including accountability approaches, project assessments, designing, managing, monitoring and evaluating humanitarian programmes. Strong expertise in various learning approaches, curriculum development, and the design of user-centred blended learning programmes based on learning needs assessments. Demonstrated ability to work effectively across departments and disciplines to maximise programmatic impact. Experience in financial management, including budget development, monitoring, reporting, and donor compliance. Strong analytical and strategic thinking skills, with the ability to operate effectively in highly complex and changing environments. Effective facilitator, influencer, and communicator, capable of building trust-based relationships with partners and stakeholders at all levels. Highly collaborative mindset, with the ability to foster shared ownership and adaptive ways of working. The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances. The capacity and willingness for frequent field visits and capacity building for field teams. Excellent communication skills with a high level of written and spoken English and Ukrainian. Previous NGO experience, particularly with international NGOs and/or relevant donors funded programs.Desirable:
