Background
iMMAP Inc. provides information management and capacity strengthening services to humanitarian and development actors worldwide. In Ukraine, iMMAP Inc. supports national mine action authorities, relevant government institutions, and implementing partners in enhancing their information management systems and institutional capacities for humanitarian mine action, in line with International Mine Action Standards (IMAS).
The Project Manager will lead the design and implementation of a program that integrates effective project management, advanced information management (IMO level), and robust monitoring and evaluation frameworks. The role will ensure strong alignment with national Mine Action priorities, while promoting accountability, evidence-based decision-making, and sustainable capacity development within the sector.

Description of Duties
Project Management
Oversee the kick off, planning and overall implementation of the project during the first year, ensuring the project objectives are met within the required time frame and budget.Ensure close collaboration with stakeholders to define clear, measurable objectives and outcomes for the project.Develop an implementation strategy for the 4-year project which is appropriate to the country context and strategy.Plan the mobilisation of resources for the implementation of program activities.Create detailed project plans that outline the 4-year milestones, deliverables, timelines, resources, and budgets.Proactively inform iMMAP Country Representative of identified opportunities, risks and risk mitigation relevant to the project planning and implementation.Maintain an overview of the national and regional context with a view to the strategic development of the project both in the current identified sites and potential future extension.Support programme implementation as needed, including developing assessments, baselines, budgets, monitoring and evaluation systems, field visits to verify data, reporting and close-out.Ensure consistent follow up and review of the project budget in collaboration with the Finance Coordinator and Country Representative.Support the compilation of information to prepare project progress reports as per iMMAP and donor requirements.Provide technical input in the development of new project proposals or project concept notes.Monitoring, Evaluation, Accountability and Learning (MEAL)
Integrate Monitoring and Evaluation (M&E) frameworks into project planning and implementation.Design and implement M&E systems for data collection, analysis, and reporting to assess progress and impact.Lead development of indicators, baselines, and evaluation methodologies tailored to the Ukrainian humanitarian and recovery context.Apply Third-Party Monitoring (TPM) practices to ensure independent verification of project outcomes.Ensure accountability to beneficiaries by embedding feedback and complaint mechanisms into project cycle management.Promote organizational learning by documenting lessons learned and good practices.Operational / Information Management (IMO)
Lead the identification of Information Management solutions tailored to the needs of project beneficiaries (national mine action authorities, government institutions, implementing partners).Supervise the work of the IM and GIS project team to ensure quality outputs are provided as per project strategy and beneficiary requirements.Support the development of geoprocessing models to automate key processes related to mine action data.Support IM/GIS staff to conduct land use desktop surveys for review of suspected hazardous areas.Design online tools and dynamic maps to support the processing and analysis of mine action and humanitarian data.Ensure project activities follow the overall project strategy and objectives are achieved.Promote the sharing of mine action and humanitarian data with external stakeholders.Review and advise on the developed systems and tools.Develop dashboards and visualization tools (Power BI, Tableau, ArcGIS, QGIS) for effective decision-making.Ensure alignment with international standards (IMAS, Sphere, CHS) and donor reporting requirements.Staff Management
Adjust the structure of the project team and ToRs outlining staff roles and responsibilities, while conducting staff performance evaluations, to ensure optimal project performance.Submit recruitment requests for the project to HR Department and participate in the recruitment process if required.Ensure that staff under supervision receive appropriate and adequate training through the provision of coaching and mentoring.Promote a positive and inclusive team culture, ensuring staff well-being and professional growth.Security
In coordination with the Country Representative and Country Security Advisor, ensure security plans and protocols for the areas of operation and for the project are adequately followed.Requirements
Education
Bachelor’s or Master’s degree in Information Management, Geographic Information Systems, or similar field of study.Experience
Minimum of 7 years’ experience in provision of Information Management and GIS technical support.Minimum of 5 years’ experience in project management.Demonstrated experience in technical capacity building projects, including development and delivery of IM/GIS training packages.Experience in data processing and analysis, including data QA/QC processes and relational database queries (SQL).In depth knowledge and experience in the application of GIS software, including ArcGIS Pro, ArcGIS Enterprise and QGIS.Experience in the Mine Action sector is a strong advantage, but not essential.Basic knowledge of back-end languages and frameworks (such as C#, Java, and Python) is a plus.Proven and well-developed influencing and relationship-building skills with stakeholders at different levels.Skills
Strong analytical skills, and ability to translate abstract discussions into concrete ideas.Ability to develop and carry out work plans and solve problems independently.Ability to perform well under tight deadlines with a flexible attitude.Ability to recruit, develop and lead IM/GIS staff.Ability to work based on objectives.Fluency in written and spoken English is required. Knowledge of Ukrainian/Russian is an asset.Proficiency in computer applications, including MS Office Suite.Proficiency in data visualization tools (Power BI, Tableau, ArcGIS, QGIS).Strong stakeholder engagement, donor reporting, and coordination skills.Guiding Principles
