Role Purpose:
The Safety and Security Officer will be based in Mykolaiv or Odessa and shall be responsible for coordinating and overseeing security operational plans in the Safety and Security Department. He/She will work to improve the operations of security department and strengthen coordination, information sharing and surveillance activities through mutual interaction. The incumbent will report directly to the Safety & Security Coordinator –, while working closely on daily basis in collaboration with other sectors of Save the Children in Ukraine. The post holder will insure the systematic application of safety and security management policies and procedures in the operational areas. This will include, but not limited to assessments of threats and provision of advice to manage risks.
Key areas of accountability:
Planning, Implementation and Coordination
• To be responsible for planning and implementing security coordination activities in the South Area Office of Operations includes, but not limited to southern part of SAO (Odessa, Mykolaiv and Kherson’s)
• To be responsible for the development and design of proposals and budgets addressing safety and security needs;
• To take the lead role in coordinating with the Military Administration leaders, Border Guard, governmental and local officials, territorial, paramilitary and other security focal persons on security issues at the regional level.
• Liaise with governmental and local administration officials, implementing partners and local representatives in facilitating SCI community base activities in the province;
• Establish community-based structures - representative committees as well as institutions ( civil-military, traditional, cultural and other mechanisms) for monitoring, reporting and addressing insecurity and conflicts;
• Ensure that whatever mechanisms are established to address peace, safety and security issues uphold and respect the human rights of all individuals as well as promote gender equity and inclusion of the minority and vulnerable persons;
• Develop and strengthen mechanisms for peace, safety and security promotion among the host community;
• Conduct regular formal and informal consultations with community members and their leaders on the mechanisms and strategies for increasing collaboration in monitoring, reporting and responding to their safety and security concerns.
Monitoring, Reporting and Evaluation
• To be responsible for carrying out internal assessment of the status and direction of security situation, documenting the key achievements, challenge, impact and current situation and recommendation will be used to improve security planning and implementation in the provincial office.
• To prepare monthly, quarterly, half-yearly and annual reports highlighting objectives and achievements and impact on safety and security in accordance with approved guidelines and formats.
• Continuously monitor the rate of implementation of Safety & Security activities against the plans, facilitating reviews and re-planning sessions and making use of monthly and quarterly financial reports to monitor plans and budgets.
• Provide overall team leadership to subordinate Security staff (assistants, guards, radio operators) in the implementation of their duties. Responsible for carrying annual staff performance appraisal as well as continuously monitor the attainment of action plans designed to improve individual staff performance.
Main Tasks & Responsibilities
• Ensure the implementation of security guidelines of SCI in the Office by all staff members, in accordance with SCI Global Security Guideline.
• On daily basis shares security reports with the Safety & Security Coordinator, and advise where necessary.
• Liaise with all other security focal persons, Territorial Defence security personnel, community leaders in regard to security matters, when need arises.
• Carry out investigations as necessary for follow up on security matters.
• Observe and maintain security documents.
• Ensure that communication systems are adequate and maintained and provide training to staff on the use of such equipment and communications protocols.
• Coordinate post-incident follow up actions, analysis and recommendations.
• Ensure systems are in place to instantly respond to a crisis management situation.
• Assist with planning on security proposals and budget in liaison with the Area Director SAO.
• To be the team leader for security staff and train, mentor, discipline and motivate them to work for collective responsibility and accountability.
• To carry out security staff performance appraisals and action planning to ensure the attainment of desired performance standards and objectives.
• To carry out any other general duties as requested by the Safety & Security Coordinator within the context of SCI - Ukraine Operations.
• Maintain law and order in collaboration with the Law Enforcers in crime prevention.
• Conduct investigations on alleged and reported cases in relation to SCI standards.
• Together with an investigation committee interview witness, complaint/s and suspect/s in the standard SCI investigation format.
• Discuss the findings & recommendations of the investigation and determine the direction for managing the matter.
• Responsible for ensuring that all SCI staff observe the highest standards of the code of conduct for humanitarian workers, gender equality, child protection and prevention of sexual abuse and exploitation.
• Responsible for reporting to the Area Director and Safety & Security Manager of any incidents of abuse of authority, all forms of.
• Fiscal impropriety and discrimination in SCI operations.
Qualifications and experience
Required
• Degree in Social work, Pedagogy, Sociology, Low, or related field.
• Minimum of years of progressively responsible professional experience in a similar capacity
• Work experience in the zone required.
• Sound knowledge of CP guidelines, human rights, and protection in humanitarian contexts.
• Strong interpersonal skills and the ability to work within partners
• Commitment to Save the Children values and Child Safeguarding.
• Proficient in MS Excel , MS Word, Outlook
Desired
• Academic background and/or professional experience in the provision of Child and Adolescent CP services.
• Basic written and verbal communication and reporting skills in English and Ukrainian
• Experience working with IDPs, refugees and returnees.
