Reporting to: Head of Finance - Ukraine
Supervisor for: Finance Manager
Location: Ukraine - onsite
Role Summary:
Provide financial management to the Ukrainian finance and accounting national team, advancing overall financial goals and objectives to improve financial decision making and driving financial transparency across the programme.
Key Working Relationships: will report directly to the Head of Finance - Ukraine and will work closely with other departments and with the projects, grants/contracts management team.
Key Responsibilities:
Financial Accounting
- Ensure effective, efficient procedures are in place governing the accounting close process.
- Produce and incorporate financial estimates where programmes are unable to close in accordance with agreed schedules, producing corrective action plans for future compliance
- Ensure the timely charging of programme-controlled costs
- Ensure programmes cost allocation procedures are in accordance with the cost allocation policy and budgeted/charged accordingly
- Manage the process of capital asset acquisition ensuring that HALO owned assets are budgeted, recorded, amortized, and disposed of as appropriate
Financial Controls
- Oversee the monthly closure of accounts process, ensuring that HALO’s books are reconciled and closed including all associated accounting routines in accordance with agreed timescales
- Oversee financial risk management for the function, including the design and implementation of policies, procedures and controls to improve the efficiency and effectiveness of HALO’s financial control environment
Payment and Payroll
- Oversee the provision of an efficient PPI service, ensuring collection of debts raised by the Programmes Finance Team, suppliers are paid in accordance with agreed timelines and contracted staff are paid in accordance with contracts of employment
Financial Systems
- As a senior member of the project implementation team, collaboratively, drive the development of HALO’s ERP system Oracle NetSuite, and Financial Planning System Adaptive Insights, ensuring integration with HALO’s financial policies and procedures
Audit
- Co-ordinate the completion of the statutory registration database, identifying and reporting on gaps in compliance
- Support the Head of Finance Ukraine in the planning of internal audits across the programme’s locations, providing corrective actions plans and follow up of findings
- Ensure the completion and internal audit of the statutory compliance database, reporting on areas of non-compliance and the production of corrective action plans
Treasury Management
- Oversee the production of cash/currency flow forecasts, advising on the management of foreign currency balances and investment of surplus cash
Management
- Oversee the day-to-day activities of the accounting and finance, ensuring the proper execution of financial management.
- Provide financial advice and support on finance related issues
- Support the development of financial training packages in the areas of financial reporting and management across the programme
- Collaborate with the Team Lead of Projects, Grants/Contracts Management to ensure effective delivery of programme finances
Other
- Work within the framework of HALO’s core values and standards
- Ensure familiarity with and adhere to all HALO policies and procedures
- Undertake the role in a manner appropriate to the cultural context and within the local legal framework
- Understand and uphold the standards outlined in HALO’s safeguarding policy, acting with due care and attention to safeguard the well-being of anyone that meets HALO’s work and reporting concerns if they arise
- Discharge duties and responsibilities under HALO’s health and safety procedures.
- Carry out any other duties as directed to meet the finance groups standards and operational requirements

Requirements
Key Skills and Competencies Required
- Bachelor’s degree in Finance, Accounting or related discipline / QBE or a professional or part qualified accountant (ACCA, CIMA etc
- Minimum 5 years of experience in financial management roles.
- Excellent understanding of statutory reporting and accounting standards Exceptional interpersonal and communication skills.
- Proven ability to lead, manage, motivate, and develop a team
- Experience of mentoring and advising senior management
- Exceptional organizational skills and ability to manage multiple deadlines.
- Strong numeracy and IT skills essential, and proficient in the use of Microsoft Office.
- Experience of ERP systems
- Fluent in written and spoken English.
- Ability and willingness to work strategically and undertake routine administrative tasks
Desirable Experience:
- Working in the INGO sector
- Spoken and written Ukrainian language skills
- Knowledge of Ukrainian accounting standard
