Reporting to: Head of Finance - Ukraine
Supervisor for: Finance Manager
Location: Ukraine - onsite
Role Summary:
Provide contractual management to the Ukrainian programme’s projects, grants and donors, supporting HALO in ensuring contractual and regulatory compliance.
Key Working Relationships: will report directly to the Head of Finance - Ukraine and will work closely with other departments and with the accounting and finance team.
Key Responsibilities:
Budget Development and Planning
Act as the finance lead in the development of project bids/tenders/proposals, including oversight of contractual financial activities to secure funding Assist in the development and review of new business proposals, including budgeting, budget narrative, risk analysis, donor regulations, full cost recovery and key assumptions. Oversee budget monitoring reports and donor financial statements, liaising with the Project Finance Managers (PFMs) in financial forecasting and variance analysis. Support the development of project financial reports, for verification to the Head of FInance Assist in the development of corrective actions when projects are not delivered to the original plan, working with the other departments to deliver the revised project plan Ensure programmes cost allocation procedures are in accordance with the cost allocation policy and budgeted/charged accordingly.Monitoring and Compliance
Assist in the monitoring of compliance against Donor regulations and HALO financial and logistics standing operating procedures, carrying out desk and field-based visits to location Carry out location visits to provide technical financial support and guidance building effective, transparent working relationshipsDonor Audit
Support the production of transactional reports/documentation for grant/contract auditsManagement
Oversee the day-to-day activities of the projects, grants/contracts team, ensuring the proper execution of contractual management Provide financial advice and support on finance related issues Collaborate with the Team Lead of Accounting and Finance to ensure effective delivery of programme financesOther

Requirements
Bachelor’s degree in Finance, Accounting or related discipline. Minimum 5 years of experience in financial management roles. Excellent understanding of statutory reporting and accounting standards Exceptional interpersonal and communication skills. Exceptional organizational skills and ability to manage multiple deadlines. Proven ability to lead, manage, motivate, and develop a team Experience of mentoring and advising senior management Strong numeracy and IT skills essential, and proficient in the use of Microsoft Office. Proven experience in developing and monitoring budgets. Fluent in written and spoken English. Working in the INGO sectorBenefits
