Purpose of the Position

As WHO Ukraine scales up support across response, recovery, and reform, a strong evidence and results-based approach is essential. The M&E Officer will be responsible for the design and implementation of M&E frameworks, track progress toward CCS and GPW14 targets, and ensure alignment with EPW2 priorities. Working closely with technical teams, the M&E officer will monitor performance, identify gaps, and recommend actions to improve impact. The role also supports donor reporting, country assessments, and contributes to accountability and learning across WHO’s portfolio.

Objectives of the Programme and of the immediate Strategic Objective

The Division of Country Support and Partnerships (CPA) supports the development and delivery of WHO’s strategic engagement portfolio in Member States with and without country offices. It aims to maximize WHO’s impact in countries by helping them realize their health and development ambitions and strategies in line with the European Programme of Work (EPW) and the Sustainable Development Goals (SDG). CPA recognizes that each country is different and needs tailored collaboration. The Division works by bringing people and units together across WHO divisions, offices and key partners. The Division has the principal function to develop mechanisms that help the organization understand, strategize, implement and connect for country impact

In this, it focuses on gathering, analyzing and presenting information for country impact; developing, tracking and refining strategic country engagement plans; supporting programme implementation in countries; and facilitating effective collaboration and networks within the organization and with countries and partners. This includes working with partners and Member States to manage and respond to the health needs of refugees and migrants, with a focus on access to health services and on preparedness for refugee and migrant influxes. CPA operates in particular proximity to Country Offices and provides opportunities for frequent mobility between assignments in the Division and in countries (in particular for team lead positions). Individual technical officers will have - in addition to their specific technical focus- a geographic responsibility by virtue of being a focal point for a limited number of country offices, for which they will provide support across all technical areas covered by CPA

Organizational context

Under the direct supervision of the Programme Management Specialist and the overall guidance of the WR, and working closely with counterparts at the respective regional office in the country, the incumbent will be responsible for monitoring and evaluation (M&E) for the emergency response, as well as the recovery and reforms programmes. S/he will ensure effective M&E best practices throughout the full cycle of the incident management. This involves ongoing contacts with the relevant stakeholders including UN agencies, nongovernmental organizations, other WHO teams, field offices and health cluster partners.

Summary of Assigned Duties

Review monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results.Identify tools, and indicators for monitoring the implementation of projects and operations; and evaluate the health emergency preparedness response and recovery action plans and programmes at the country level .Ensure the standards and systems used to deliver quality and accountable services and monitoring reports include information on levels of compliance achieved against standards and indicators.Conduct needs assessment; define training needs and brief local capacities on monitoring and evaluation of national health programmes as required.Review the impact and effectiveness of responding to health emergencies at the country and provincial levels and identify gaps.Prepare background documents, concept papers, situation analysis, and monthly technical reports for assessment of the implementation of related programmes.Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channeled into decision- making processes.Report related health emergencies, recovery and reforms activities; verify results-oriented formulations and brief technical leads on proper submissions that culminate in approved operational work plans, and their subsequent programmatic monitoring, evaluation and reporting.

Functional Knowledge and Skills

Demonstrated knowledge of principles, disciplines and techniques to implement monitoring and evaluation strategies.Good research and documentation skills especially for ’best practices' in organizational change.Proven ability to make recommendations related to work processing approaches and procedures which would lead to more efficient systems design.Advanced ability to gather, analyse and disseminate information on best practice in accountability and results-based management systems.

Education Qualifications

Essential: University degree in Information Management, Public Health, Social Sciences, Statistics, Business management and administration international development with related training in qualitative and quantitative data management,

Desirable: Advanced university degree (Masters level or above) in information management, public health, Social Sciences, Statistics, Business management and administration international development, public or from an accredited institute. Certified training in monitoring and evaluation.

Experience

Essential: At least two years of related experience in monitoring and evaluation projects, methodologies and tools, including experience in emergency operations or recovery context at national level)

Desirable: Prior emergency, early recovery and reforms experience at field level, with WHO or UN agencies, health cluster partners, internationally recognized organizations or with an international nongovernmental organization. Knowledge of systems such as UN INFO, UNSDCF and/or UNCF reporting.

Use of Language Skills

Essential: Expert knowledge of English. Expert knowledge of Ukrainian.
Desirable: Intermediate knowledge of other Official WHO Languages.

Other Skills

Proficiency in Microsoft Office applications as well as information technology, statistical analysis software, Power BI, ability to generate and format automated tables, charts, and infographics.
