Expertise France is the public agency for designing and implementing international technical cooperation projects. The agency operates around four key priorities :- democratic, economic, and financial governance ;- peace, stability, and security ;- climate, agriculture, and sustainable development ;- health and human development ;In these areas, Expertise France conducts capacity-building initiatives and manages project implementation, leveraging technical expertise and acting as a project coordinator. This involves combining public sector expertise with private sector skills to drive impactful results.  Based in Kyiv, the position is under the direct supervision of the Deputy Project Lead and in close cooperation with the cross-functional Health Programme team covering various projects and thematic functions to play a pivotal role in supporting the smooth and efficient functioning of the Programme’s activities.The Liaison Officer main tasks will be: Liaison and coordinationIn close collaboration with the Health Programme team: -      Supports the organization and running of various coordination, exchange and consultation meetings with all stakeholders (programming workshop, technical committee, project monitoring and steering committees, etc.), in close coordination with the Ukrainian authorities;-      Participate in the coordination between the Health Programme and various stakeholders, in particular Ukrainian health authorities, civil society organizations, international institutions and any other actors involved in theimplementation of the Programme;-      Maintain and contribute to the development of a network of contacts within national stakeholders (Ukrainian authorities) and Ukrainian non-state actors;-      Takes notes and minutes during internal and external meetings and events, particularly during coordination, exchange and consultation meetings with all stakeholders and ensure proper archiving; -      Archives correspondances received and sent, as well as all technical or sectorial documentations. Communication and translationIn close collaboration with the Health Programme team: -      Participates to the organisation and translation of internal and external meetings held in Ukrainian as requested, as well as various documents from English to Ukrainian and from Ukrainian to English (expert deliverables, reports, etc.);-      Support the promotion of the programme's activities;-      Ensure the follow-up for the implementation of the communication plan;-      Contribute to the development of language elements relating to programme activities on which visibility is expected and provides the final drafts to the Deputy Project Lead for validation;-      Participate to the elaboration of language elements when requested.Support to the overall implementation of the Health ProgrammeIn close collaboration with the Health Programme team: -      Ensure compliance with the administrative procedures required for the smooth running of operations (project agreement, follow-up of MoUs with local partners, import authorizations, etc.);-      Maintain and develop good relations between the programme team and the various contacts in the country's administrations;-      Monitor issues in terms of relations with Ukrainian local and national administrations and alert the Deputy Project Lead of any major administrative changes or challenges encountered. Expertise FranceExpertise France is the French International Technical Cooperation Agency, with the status of public institution under the joint supervision of the Ministry of Europe and Foreign Affairs and the Ministries of Economics, Finance and Industrial and Digital Sovereignty. It is the second largest technical cooperation agency in Europe. Expertise France designs and implements projects that strengthen public policies over the long term in developing and emerging countries.As the French public agency for international technical cooperation, Expertise France operates in more than 100 countries, implementing more than 400 projects. The agency works in close collaboration with French public institutions, as well as with the European Union, to respond to the needs of partner countries that wish to improve public policies that tackle these challenges. In Ukraine the agency has been regularly present since 2006 through series of technical assistance projects.Expertise France in UkraineThe MEAE has financed in 2023 Expertise France with an envelope of €14.5 million to position French technical cooperation and respond to Ukraine's short, medium and long-term needs. This facility, entitled mAIDan Ukraine, finances and co-finances technical assistance projects to support Ukrainian authorities in preparing for reconstruction and the European accession process.The ongoing other projects in Ukraine include: the EU-funded Project Pravo-Justice which promotes greater rule of law in Ukraine, in line with European standards and comparative practices; L’Initiative supports beneficiary countries to design, implement, monitor, and evaluate funding allocated by the Global Fund to Fight HIV, Tuberculosis and Malaria. The Emergency Fund for Ukraine against TB & HIV started in December 2022 with a commitment of €7.2 million; the “Stiykist” (resilience) project aims to contribute to social transformation and resilience in Ukraine by strengthening the capacities of national, regional and local institutions in the field of vocational training and social services, with a particular focus on the social inclusion of the most vulnerable; the Technical Support of the State Audit Service project which aims to mobilize French and national technical expertise to help bringing Ukrainian legislation into line with the acquis communautaire, particularly in terms of protecting the EU’s financial interests and supporting the SAS in its role of inspecting and monitoring the use of reconstruction funds.Expertise France’s Health ProgrammeAs part of France’s strategy for reconstruction and aid in Ukraine focusing on the health sector The French Ministry of Europe and Foreign Affairs (MEAE)’s Crisis Center (CDCS) has financed €16 million over 24 months to the APPUIHealth Project from 2024 to 2025. The project, implemented in partnership with Ministry of Health of Ukraine and other key stakeholders aims to improve Ukrainian populations’ access to essential healthcare services in times of crisis. The project focuses on enhancing hospital cooperation between France and Ukraine, mobilizing French expertise, reconstructing and modernizing healthcare infrastructure and donating medical equipment at the request of Ministry of Health of Ukraine.The REHAB project, funded by the French Development Agency (l’AFD) for €5 million over 24 months, from 2025 to 2026 aims overall supporting Ukraine in maintaining and strengthening its healthcare system to address the consequences of the conflict on the physical and mental health of Ukrainians. Activities are designed around enhancing mental health services and infrastructure in the Odesa region; strengthening physical rehabilitation efforts and infrastructure, while also emphasizing broader capacity-building initiatives across Ukraine with national and international partners; and identifying and conducting feasibility studies to prepare for concessional loan opportunities. Other projects under the Health Programme are ongoing development. Qualifications/ Technical skills-      Master’s degree in foreign languages (English), social sciences, international relations and/or related field; -      Multidisciplinary and multicultural team coordination support skills;-      Excellent ability to build trusting relationships with national and international partners with proven experience;-      Good knowledge of the Ukrainian healthcare sector and national and regional health authorities in Ukraine would be an asset; -      Ability to mobilize, maintain, coordinate and lead stakeholder networks (experts, institutional players, civil society, authorities, etc.); -      Good knowledge of cooperation mechanisms, official development assistance, and international cooperation actors present in Ukraine;-      Ability to conduct a dialogue with technical partners;-      Excellent written and oral communication skills (drafting of technical reports, analysis documents, minutes, activity reports, etc.);-      Very good command of office automation tools, particularly Excel and Word;-      Excellent command of English (certified) and Ukrainian (written and spoken), good command of French would be an asset.Professional experience-      At least 2 years of experience in Ukrainian/English translation, technical knowledge of medical English would be an asset; -      At least 2 years of experience in institutional liaison in the context of international solidarity projects (humanitarian or international cooperation), technical assistance and/or international cooperation in the healthcare field;-      Experience in facilitation, tools and techniques for participatory work. Skills-      Strong coordination and teamwork skills;-      Strong sense of diplomacy, very good interpersonal skills;-      Initiative, autonomy and responsiveness;-      Good adaptability, flexibility;-      Analytical and synthesis skills;-      Sense of organization, planning and anticipation.
