The humanitarian response in Ukraine continues to evolve in a complex and rapidly changing environment. The Inter‑Agency Standing Committee’s policy on protection emphasises that humanitarian action must be shaped by the perspectives and priorities of people affected by crisis. In Ukraine, the Accountability to Affected People Working Group (AAP WG), led by UNHCR with an NGO co‑chair, plays a central role in coordinating collective AAP efforts, supporting harmonised approaches to community engagement, strengthening feedback and referral pathways, and advancing localisation by elevating national leadership.

Aligned with NORCAP’s commitment to strengthen systems and empower local actors, we are seeking a National AAP Working Group Co‑Coordinator to help lead and facilitate a coordinated approach to accountability to affected people across the Ukraine response.

This role is based in Kyiv with frequent travel to other duty stations. It is a six‑month assignment, reporting to the International AAP Working Group Coordinator hosted by UNHCR.

Ukrainian citizenship is required for this role. 

Role and responsibilities

As the National AAP Working Group Co‑Coordinator, you will take on the following responsibilities:

Coordinate and co‑facilitate the AAP Working Group, supporting membership, participation and engagement of national actors, including local authorities and civil society.Strengthen linkages between the AAP WG and clusters, cross‑cutting groups and thematic areas, ensuring complementary community engagement and AAP approaches.Support the design and rollout of AAP capacity‑building strategies, tools and mentoring for national and sub‑national actors.Ensure community perspectives inform decision‑making by strengthening feedback pathways, analysing trends, and promoting harmonised information‑sharing.Map, document and coordinate AAP initiatives to maximise resources, reduce duplication and strengthen referral and communication channels.Represent AAP priorities in relevant coordination fora and prepare updates or briefings for inter‑cluster and senior‑level platforms.Deliver training and targeted support on AAP to working group members, clusters, national partners and local authorities.Support UNHCR’s internal AAP mechanisms through monitoring, gap analysis, consolidation of feedback, and recommendations to strengthen communication with communities.

Qualifications and experience

To excel in this role, candidates should possess the following qualifications and skills:

Demonstrable experience in community engagement, AAP, community‑based protection, or related fields within humanitarian operations.Experience facilitating and supporting multi‑stakeholder coordination, including government and civil society partners.Experience delivering training, mentoring and capacity‑building to diverse teams.Strong analytical skills, including the ability to synthesise feedback and identify programme implications.Fluency in Ukrainian and English, and a university degree in political science, social science, international studies or another relevant field.Please read the attached for more details before applying.
