1. Background

Protection from Violence (PfV) is the NRC core competency (area of technical expertise) which comprises efforts to prevent violence, coercion and deliberate deprivation, with particular attention to contexts with conflict or other forms of generalized violence.

The NRC has been actively supporting vulnerable populations in Ukraine since 2014, significantly increasing its efforts since the escalation of the conflict in 2022. Now the agency has presence in the north, east, and south oblasts, implementing its program in Education, Shelter, ICLA (Implementing, Counseling, and Legal Aid), LFS (Livelihood and Food Security), and PfV areas of expertise.

2. Role and responsibilities

The PfV Team Leader (TL) will be responsible for leading day-to-day implementation of PfV activities in Mykolaiv and Kherson oblasts, by guiding the PfV team interventions, under the supervision of PfV Coordinator and PfV Manager. The role ensures quality delivery of services, tracking contextual updates, direct supervision and support to PfV staff, close engagement with affected population, and community-level coordination. The TL will develop strong working relationships with protection actors and referral partners, as well as coordinate with local authorities and protection service focal points at field level. The TL will support on tasks division of the PfV team as well as workplans, advising on how and where to prioritize PfV intervention, and provide regular context analysis updates on key protection gaps and trends in the areas of intervention.

3. Generic responsibilities 

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong to the Work- and Professional Development Plan.

Ensure compliance with NRC’s global and national policies, procedures, and guidance at field level and propose initiatives to bridge gaps. Supervise, support, and develop field staff in daily implementation of activities. Monitor and report on progress, challenges, and field-level risks, and provide context analysis updates on key protection gaps and trends. Maintain effective field level coordination with communities and stakeholders from local authorities, protection actors and referral partners.

Specific responsibilities

Supervise the PfV staff in Mykolaiv, including organizing team meetings, share information with the team on relevant concerns, highlights and trends, developing task division, workplans, under guidance of PfV Manager and PfV Coordinator supporting staff in developing work objectives and career development. Oversee implementation of individual protection assistance, ensuring alignment with NRC’s SOPs. Monitor cash delivery processes to ensure timely, safe, and accountable distribution. Supervise staff in providing individual protection counseling. Ensure effective referrals of cases to specialized services. Oversee protection monitoring at field level, ensure alignment with NRC’s and Cluster guidance. Oversee the support to site management activities, including distributions, self-management initiatives, trainings, and others. Oversee local partners who implement civilian self-protection projects. Ensure the activities are carried out with respect to NRC standards and core protection principles. Support the training, capacity building and mentoring of field staff and awareness raising of non-staff (contractors and incentive labor) on minimum protection standards, protection mandate and PfV pillars, outcomes and outputs, protection mainstreaming, guidance and tools. Identify gaps in terms of field-based protection support and line manage any additional field-based protection staff to ensure support to program management on specific program initiatives and staff mentoring. Develop strong working relationships at field level with external protection actors and referral partners. Represent NRC at the field level in protection coordination meetings. Produce regular reports from team’s activities and key external meetings, highlighting protection concerns and observations. Produce regular context analysis updates on key protection trends and contribute to program development discussions.

4. Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: 

PfV Manager, PfV Specialist PfV teams in Odesa and Kherson, and other area offices teams from other core competencies - Education, Shelter, ICLA, LFS  support units - Security, Finance, Logistics, HR senior management of SAO: Area Manager, Area Program Manager, Area Support Manager

Context related skills, knowledge and experience:

Knowledge of the Ukraine context, governmental and humanitarian architecture Knowledge of the protection services available in state system and humanitarian sector, ability to track on updates and guide the team accordingly Experience in supporting vulnerable populations Understanding of service mapping and referral pathways in Ukraine (state institutions, local authorities, NGOs and INGOs)
