The purpose of the position is to lead the implementation of the WHO Ukraine Country Office's long-term care program of work by providing policy and technical advice to the Government of Ukraine on developing and strengthening community-delivered health and social care services in line with international and regional best practices.
The successful incumbent will coordinate with internal national and regional WHO counterparts and external government, non-government, and civil society actors to ensure a cohesive approach in line with Ukrainian legislation, policy, and sector strategies.
Summary of Assigned Duties
The purpose of the position is to lead the implementation of the WHO Ukraine Country Office's long-term care program of work by providing policy and technical advice to the Government of Ukraine on developing and strengthening community-delivered health and social care services in line with international and regional best practices.
The successful incumbent will coordinate with internal national and regional WHO counterparts and external government, non-government, and civil society actors to ensure a cohesive approach in line with Ukrainian legislation, policy, and sector strategies.
Key duties:
Assist the Unit Lead, Rehabilitation and Disability, in the effective implementation of WHO activities related to health and social care programs, including but not limited to those programmed in the Biannual Collaborative Agreement (BCA) and overall policy Collaborate with partners in development and implementation of research activities in the areas of long-term chronic care, social care, disability inclusive health services, and assistive technology programmes, and contribute to resource mobilization. Assist in the organization of training activities related to WHO supported programs with PHC facilities, social workers, and other target groups on assistive living supports. Support in the coordination of key stakeholders in Ukraine working to reduce health inequities and achieve universal health coverage for persons with disabilities through supported living, assisted living, peer support and other relevant initiatives. Assist in the production of reporting (donors, WCO UKR, WHO EURO etc.) on WCO programs. Collect information, analyze, prepare, and contribute in a regular and timely manner to various types of materials, reports, and situation analyses related to disability, community social care, primary health care, and community-delivered rehabilitation needs in the country. Collaborate with counterparts of Organizations of People with Disabilities (OPDs) and other civil society organizations on developing targeted initiatives that reduce health inequities for persons with disabilities. Support the Unit Lead, Rehabilitation and Disability in channeling, and supporting all types of WHO presence, visits and missions to the country, and monitor and follow-up the recommendations to ensure change. Provide advocacy on the need to prepare for the future volume of care for chronic/long-term care and disability through coordinating the generation of evidence for regional and national audiences. Provide expert technical advice and methodological support through analytical studies in the development of country evidence and data on chronic/long-term care, disability inclusive health and assistive technology. Education
Essential: First level Degree ( in public health, health policy, social services, international Development or any other relevant filed
Desirable: Postgraduate degree (Master Degree) in public health or international development or similar fields.
Experience
Essential: Minimum two years of experience in social care , health systems, including a focus on community services for persons with injuries, health conditions and/or disabilities in Ukraine.
Desirable: Experience in low- or middle-income countries on developing policies, planning, implementing, and evaluating programs in health systems.
Use of language skills
Essential: Expert knowledge of Ukrainian and English.
Desirable: Intermediate knowledge of other Official WHO Languages.
