Job DescriptionThe Information, Counselling and Legal Assistance (ICLA) Technical Officer will be responsible for the day-to-day implementation of ICLA activities, community outreach and provision of legal services on legal identity, internally displaced persons registration, housing, land and property rights in particular with regards to Real Estate, Construction and Land Law - and to ensure synergies with other NRC Core Competencies and access to services. The ICLA Technical Officer will also conduct capacity building activities at internal and external level, and conduct legal monitoring, research, analysis and reporting.ResponsibilitiesGeneric responsibilitiesEnsure compliance with NRC policies, guidelines, standards and donor requirementsEnsure adherence to ICLA strategy, tools, handbooks, guidelines and standardsImplement legal activities according to established plan of actionPromote and share ideas for technical improvement and further program developmentEnsure that projects target beneficiaries most in need, and explore and assess new and better waysto assistContribute to the identification of legal protection needs to inform programming and advocacyCompliance and adherence to NRC policies, guidance and proceduresSpecific responsibilitiesConduct outreach activities to identify key locations for legal aid deliveryOrganize and conduct individual / group information sessionsProvide individual and tailored legal counsellingProvide legal assistance and representation for selected cases, according to ICLA criteriaEnsure effective and appropriate legal case management and quality of legal aid provisionProvide services in person or through remote modalitiesConduct housing, land and property due diligence activities in close coordination with the NRCShelter programEnsure safe identification and referral of persons in need of a specific serviceDevelop informational, educational and training materials on legal protection issuesPrepare, organize and facilitate capacity building activitiesParticipate in needs assessments and feasibility studies, conduct analysis of legal protection trendsand propose adaptation of the responseConduct legal research and analysisProvide inputs to legal and advocacy documents (i.e. briefing notes, case studies)Contribute to the development of tools and proceduresContribute to strengthening of local capacities of partners and key stakeholdersCoordinate activities with other NRC programsCoordinate activities with local authorities, NGOs, UN Agencies and other actors regarding legal aid provisionConduct data entry and proper filing of documents related to ICLA activities (i.e client files, intake forms and other tools) according to NRC internal proceduresAssist with administrative/logistics/finance tasks whenever requiredPrepare weekly and monthly plans and reports, upon agreement with line managerPerform any other tasks as requested by ICLA Project Coordinator /Project ManagerQualificationsProfessional competenciesThese are skills, knowledge and experience that are important for effective performance.Generic professional competencies for this position:Bachelor’s degree in LawMinimum 2 years of relevant work experienceExperience working in similar roles in humanitarian/recovery contextPrevious experience from working in complex and volatile contextsDocumented results related to the position’s responsibilitiesFluency in Ukrainian languageEnglish at least on the intermediate levelContext related skills, knowledge and experience (shall be adapted to the specific position):Good knowledge of the context in Ukraine (Sumy Oblast)Experience of providing information, counselling and legal assistance / representation servicesExperience of community sensitizationExperience of working in the field with displaced and/or vulnerable groups and communitiesKnowledge of the software programs (MS Word, Excel, PowerPoint)What Do We OfferThis position is open to candidates who have the legal right to work in Ukraine.
